Approval of the award of bid to RJP Enterprises, Inc. (RJP) for the Roosevelt Stormwater Improvements project.
• The work consists of excavation and earthwork along with fencing, hydro-seeding and installation of biodegradable erosion control blanket, and modifications to existing stormwater infrastructure at Roosevelt Creek.
• Two responsive bids were received with award recommendation to the lowest responsive responsible bid RJP in the amount of $2,187,566.50.
• Funding for this project is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and partially funded by a Cooperative Funding grant from the Southwest Florida Water Management District in the amount of $350,510.00.
• All work is expected to be completed within 300 consecutive calendar days from issuance of notice to proceed.
• The Small Business Enterprise participation is 11% for this contract.

Summary
The project connects an existing flood attenuation facility to an existing borrow pit on County-owned property, thereby creating additional wetland treatment area, improving flood protection and water quality and enhancing natural systems.

Background Information:
This project was prioritized for design and construction with funding derived from the water quality program based on its high ranking in the Stormwater Facility Improvements Evaluation and Prioritization Alternatives Analysis Report completed in 2016. This report covered several County watersheds, including Roosevelt Creek, and identified projects to improve water quality at existing County-owned stormwater facilities. The top-ranked projects from this report were then prioritized among the recommended projects from other sources, resulting in this project remaining highly prioritized for the overall water quality program.
Fiscal Impact:
Expenditure not to exceed: $2,187,566.50
Funding for this project is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) and partially funded by a Cooperative Funding grant from the Southwest Florida Water Management District in the amount of $350,510.00, of which $300,510.00 is budgeted for construction. Fiscal Year (FY) 2020 budget impacts are less than the adopted budget and the FY 2021 planning budget covers costs to complete the project. This project is budgeted in the Capital Improvement Program: Physical Environment Function, Surface Water Quality Projects program (3014), project number 003130A Roosevelt Creek Stormwater Facility Improvements.
