Approve the ranking of firms and contract with the number one ranked firm, Cigna Dental Health of Florida, Inc. for group dental fully insured benefits

Contract No. 156-0268-P(JA) in the amount of $374,032.00 for a term of thirty-six (36) months beginning January 1, 2017.  Chairman to sign and the Clerk to Attest.

Summary:

This new competitively solicited contract for a fully insured dental health maintenance organization (DMHO) replaces the current contract set to expire December 31, 2016. 

Negotiations yielded increases in performance guarantee levels.  Benefits provided under the DHMO policy and premiums are identical to the current policy.  The Cigna provider network offers the same network of providers as current, as well as additional providers not in the current plan.  Consistent with the current dental plan program, employees have the option of enrolling in this plan or a self-funded dental PPO plan.

Background Information:

The Purchasing Department on behalf of the Human Resources Department (HR) released this request for proposal on May 27, 2016.  An evaluation was held on July 12, 2016 with a recommendation for award received from HR on July 14, 2016. 

Metropolitan Life was the prior provider of DHMO services.

 

Fiscal Impact:

Thirty-six (36) month fully insured premium:                                          $     374,032.00

Thirty-six (36) month estimated expenditures:                                          $     374,032.00

 

Premiums are guaranteed for thirty-six (36) months, subject to enrollment fluctuations.  Funds are derived from the HR Employee Benefits Fund
