Approval and execution by the County Administrator for delegation of authority to the to the Disaster Recovery Program Manager of Pinellas Recovers to authorize actions and execute documentation necessary in administering Community Development Block Grant - Disaster Recovery (CDBG-DR) funding.
• Delegation allows the Disaster Recovery Program Manager of Pinellas Recovers to approve, sign, and file necessary reports, forms, and other documents related to the administration and operation of the CDBG-DR Program.
• The County Administrator, or his/her designee, is delegated such authority in accordance with applicable County and federal program guidelines and specific to Resolution 25-37.
• Delegation is requested for the Disaster Recovery Program Manager of Pinellas Recovers and his/her designees.
• The adoption and execution of this delegation of authority has no fiscal impact on the County.
This delegation of authority, dated December 30, 2025, is effective upon the County Administrator’s signature.

Summary:
Pinellas Recovers administers Community Development Block Grant - Disaster Recovery (CDBG-DR) funding to support long-term recovery efforts following federally declared disasters. Administration of these funds requires the timely execution of reports, certifications, forms, and other programmatic documentation in accordance with U.S. Department of Housing and Urban Development (HUD) regulations, federal grant requirements, and County policies.
Resolution 25-37 delegates authority to the County Administrator to administer CDBG-DR funding on behalf of the Board of County Commissioners. To ensure efficient program operations and avoid delays in required approvals and filings, it is necessary to further delegate limited authority to the Disaster Recovery Program Manager of Pinellas Recovers to execute administrative actions and documentation directly related to the CDBG-DR Program. This delegation supports continuity of operations while maintaining appropriate oversight and compliance with all applicable local, state, and federal requirements.
Background/Explanation:
The County Administrator, or his/her designee, is delegated authority to execute access agreements under Resolution No. 25-37. Such delegation can be further delegated by the County Administrator through this Memorandum. Accordingly, this effort will help the Disaster Recovery Program Manager of Pinellas Recovers fulfill its mission.

The adoption and execution of this delegation of authority has no fiscal impact on the County.
