Approval of the Acquisition Agreement for the Wastewater Collection and Transmission System with the Town of North Redington Beach (Town).

 

                     Town desires to transfer its wastewater collection and transmission system to County.

                     County and Town have a long-standing agreement for treatment and disposal of Town’s wastewater.

                     Town executed the agreement on September 11, 2025.

                     Town conducted multiple public meetings, advertised transfer in a local newspaper and completed execution of agreement during a public hearing Town Commission meeting.

                     Subject to Board of County Commissioner’s approval. Once approved, County will assume operation and maintenance of wastewater collection and transmission system on December 2, 2025.

                     Town agrees to pay County $1,625,317.18 for purchase of its wastewater collection system.

                     Funds paid by the Town to the County will be receipted to the Sewer Renewal and Replacement Fund and allocated to two program projects for capital improvements to the acquired wastewater collection system.

 

Agreement will be effective from date of execution; Town agrees to pay County $1,625,317.18 for purchase of its wastewater collection system; Authorize Chairman to sign and Clerk of the Circuit Court to attest.

Summary

The Town executed the Agreement on September 11, 2025. The County will assume full operation and maintenance responsibilities effective December 2, 2025. Under the terms of the Agreement, the Town will pay the County $1,625,317.18 for the wastewater collection and transmission system. $796,724.11 is due at closing and the remaining balance will be paid in four equal annual installments of $207,148.27. This acquisition builds on the long-standing partnership between the County and the Town for the treatment and disposal of wastewater.

The Town of North Redington Beach owns, operates and maintains its wastewater collection and transmission system. The Town engaged the County to evaluate the option of the wastewater system being transfer to the County. In January 2023, the Town officially submitted a non-binding letter of intent (LOI) to the County that outlined the objectives of the evaluation.

After receipt of the LOI, the County began the due diligence process to assess the current condition of the Town’s wastewater system and conducted a financial analysis. After the three (3) hurricanes in the fall of 2024, the County re-assessed the condition of the Town’s wastewater system and updated the financial analysis.

Background Information:

The Wastewater Collection and Transmission System consists of three separate service areas or basins (see Exhibit "A") including the gravity wastewater collection system, wastewater service connecting with easements or public rights-of-way, pump stations, force mains, manholes and other appurtenances. Two of the service areas flow to two separate pump stations currently owned and operated by Town. The third service area flows directly to pump station 79, owned and operated by County Utilities and is located at 190 173rd Ave. E.

The flows from the first two service areas travel through gravity pipe and force mains to Pump Station (PS) 79. From PS 79, the collected flow is then pumped southward through a force main owned and operated by County Utilities. The force main crosses under the ICW at the Tom Stuart Causeway, eventually making its way to the South Cross Bayou Water Reclamation Facility for treatment. The collection and transmission system network consists of approximately 19,700 linear feet (3.73 miles) of gravity pipe, which is mostly eight inches in diameter. The pipe material appears to be predominantly vitrified clay. There are 91 manhole structures linking the pipe network. In addition, there is approximately 1,544 feet (0.29 miles) of sewer force mains.

 

Fiscal Impact:
