Approval of the Second Amendment to the agreement with Ardurra Group, Inc. (Ardurra) and the First Amendment with CDM Smith, Inc. (CDM) for the Utilities Engineering Consulting Services.
 
•                     This contract provides for Utilities engineering consulting services.
•                     This second amendment increases the contract for CDM by $500,000.00 and the second amendment increases the contract for Ardurra by $2,000,000.00, for a total of $2,500,000.00 and extends each contract through April 26, 2027.
•                     These amendments will be utilized for various professional services tasks, including specific ongoing work that these two firms are engaged in on County operations and projects including: 
o                     Ardurra Group, Inc.– Florida Department of Transportation - U.S. 19 Utility Relocations from State Road 580 to north of County Road 95.
o                     CDM Smith, Inc. – Dunn Pond Liner Replacement
•                     This contract was awarded by the Board of County Commissioners to sixteen firms on April 27, 2021, in the amount of $2,500,000.00 each and a combined total of $40,000,000.00 for a term of five years.
•                     The first amendments were with Ardurra Group, Inc., Black & Veatch Corporation, and McKim & Creed, Inc. for Utilities Engineering Consulting Services for a combined increase of $3,000,000.00 and were approved on April 22, 2025.
•                     Funding for these contracts is available in the Sewer Renewal and Replacement Fund, Water Renewal and Replacement Fund, Sewer Revenue and Operating Fund, and the Water Revenue and Operating Fund, included in the Fiscal Year (FY) 2025 Budget, the FY26 Proposed Budget, and the FY26-FY31 Proposed Capital Improvement Plan.
 
Contract No. 190-0457-CN increase in the amount of $2,500,000.00 for a revised not to exceed expenditure of $45,500,000.00, effective through April 26, 2027; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
Ardurra Group Amendment - This Amendment provides additional funding and time for Ardurra Group to continue to provide engineering services during construction and observation for the Utility Relocation for FDOT US 19 Main to Northside Project 001522A and Utility Relocation for FDOT US 19 Northside to CR 95 Project 001523A through the extended anticipated completion date of May 2026. 
The original Work Assignment was based on 12 months of active construction on the utilities portion of the US 19 FDOT project. The FDOT driven project has experienced numerous delays which led to amendment No. 1 and the current request to provide additional funding and time extension for Ardurra Group to continue to provide construction engineering services and observation through completion of utilities construction. 
CDM Smith Amendment - This Amendment provides additional funding and time for CDM Smith to continue to provide engineering services needed to accommodate unexpected depression areas that are forming in the Dunn Water Reclamation Facility reclaimed water pond. The Dunn Pond Liner Replacement project: PID 003431A is currently in the design stage. As failure of the liner continues, prompt attention and modification of the original plan is needed by the engineer of record. Ensuring continuity of design services during the emergency repair work and through the planned capital improvement project’s construction phase will lessen concerns of possible ground loss and subsidence of the western bank before the liner is replaced.

Funding for this contract is budgeted but not specifically identifiable in the FY25-30 Capital Improvement Plan or the FY25 Operating Budget because the contract establishes a not to exceed value, with obligation occurring upon issuance of task order assignments (purchase orders).  Funding is determined by the individual task order assignment sourced to the agreement, and actual expenditures are contingent upon work completed. The department may appropriate the full not-to exceed amount or less. Task orders for studies will be funded by the Sewer Revenue and Operating Fund and the Water Revenue and Operating Fund, while task orders for capital project design will be funded by the Sewer Renewal and Replacement Fund and the Water Renewal and Replacement Fund.
