Approval and execution by the County Administrator of the Second Amendment with Inliner Solutions, LLC for Storm Sewer Cured-In-Place Pipe Lining.
• Contract is for trenchless restoration of storm sewer lines and sanitary sewer lines by installation of a resin impregnated CIPP flexible felt tube liner.
• Section 3A of the Agreement allows amendments mutually agreed by both Parties.
• The Second Amendment requests a 238-day extension. The Purchasing Division will be procuring a new contract and this extension will provide ample time to draft specifications, solicit and award a new contract. There is sufficient funding remaining on this current contract to carry services through the revised end date of December 31, 2023. There is no change to the contract upset limit however there will be a CPI increase of 9.68% and a PPI increase of 14.42% as allowable per contract terms and will bring unit pricing into alignment with current market conditions. There is still $4,329,014.95 remaining on the contract balance.
• The Board of County Commissioners awarded the contract on February 27, 2018, in the amount of $7,317,845.00, Change Order No. 1 was approved on April 21, 2020, in the amount of $2,100,000.00 for a revised contract total of $9,417,845.00; Change Order No. 2 was approved on March 31, 2021, in the amount of $7,000,000.00 for a revised total of $16,417,845.00 and renewal term extension of 730 days. Amendment No. 1 was approved by the County Administrator on November 7, 2018, for a name change.
• This contract is funded by Local Infrastructure Sales Surtax (Penny for Pinellas), the Surface Water Utility Fee, and the Sewer Fund and is funded in those funds.
• This amendment does not increase the total contract amount; however, the CPI increase of 9.68% and the PPI increase of 14.42% would impact FY23 actual costs for projects sourcing this agreement.
• The Inliner Solutions, LLC agreement is used for Public Works and Utilities Capital Improvement Program (CIP) work order projects, with various funding sources.

Summary:
The Second Amendment will add an extension of two hundred thirty-eight (238) calendar days to the contract and allow for a CPI and PPI adjustment to the pricing per the terms of the original Agreement. The extension will allow completion of various pipe lining work order assignments under the Surface Water Assessment Pipe Lining Program and the Sanitary Sewer Rehabilitation Program prior to a new contract for services to be bid and awarded. The CPI and PPI adjustments will bring unit pricing into alignment with current market conditions following unanticipated disruption in the domestic and global supply chain affecting raw materials.
Background/Explanation:
The purpose of this contract is to clean, televise and rehabilitate storm water and sanitary sewer lines using CIPP at various locations throughout the County. This is a work order contract where work is released on an as needed basis. The Board awarded the contract on February 27, 2018, in the amount of $7,317,845.00. Change Order No. 1 was awarded by the Board on April 21, 2020, in the amount of $2,100,000.00 for a revised total of $9,417,845.00. Fiscal Impact:
This agreement provides services for various Stormwater and Sewer work order projects, typically Capital Improvement Program projects, under Public Works and Utilities. These projects are funded by Local Infrastructure Sales Surtax (Penny for Pinellas), the Surface Water Utility Fee, and the Sewer Fund.
This second amendment does not change the total agreement amount. Funding is not to exceed $16,417,845.00. CPI and PPI increases will be applied to applicable specification groups as shown below.

Group C - Pipe Cleaning
Group D - By-Pass Pumping
Group F - Gravity Sewer Pipe Point Repairs
PPI increase of 14.42%:

The amendment extends the expiration of this agreement to 12/31/23. The remaining agreement balance is $4,329,014.95.
Delegated Authority:
Authority for the County Administrator to approve and execute this Change Order is granted under Code Section 2-62(a)(2).
