Summary:
On May 19, 2015, the Board approved the Interlocal Agreement with the City for the County utility relocations along Pass-A-Grille Way in coordination with roadway and drainage improvements by the City.
Included in the Agreement is the relocation of the 16-inch reclaimed water transmission main, which is jointly owned by the City and County. The methodology used to establish the cost sharing percentages for the 2015 Interlocal Agreement were derived from the 1991 Reclaimed Water Interlocal Agreement with the City. The 1991 Agreement established cost sharing based on estimated usage volumes prior to the construction of the reclaimed water system. Following execution of the 2015 Interlocal Agreement, the City requested a review of the cost sharing arrangement percentages to more accurately reflect current reclaimed water usage by the City and the County’s customers in Tierra Verde. Amendment No. 1 increases the County’s share from 25% to 43%, for an additional $277,200.
Background Information:
The 1991 Reclaimed Water Agreement between the City and the County is the governing document for operations, maintenance, renewal and replacement of the 16-inch reclaimed water transmission main. This Agreement identified the cost sharing as 75% City and 25% County based on proposed usage volumes of 1.5 MGD (millions of gallons per day) and 0.5 MGD, respectively. These were the percentages used to establish the construction cost sharing for the 2015 Interlocal Agreement.
Subsequent to execution of the 2015 Interlocal Agreement, the City requested a review of the reclaimed water meter readings for the City and Tierra Verde (County) over the past five years. This review indicated that the City only received 57% of the reclaimed water flowing through the 16-inch transmission main while 43% went to Tierra Verde. Amendment No. 1 to the 2015 Interlocal Agreement is recommended to expedite the Pass-A-Grille Way project with cost allocations based upon current usage data.
Following execution of this Interlocal Agreement, the original 1991 Reclaimed Water Agreement will be amended prior to expiration on September 24, 2021. This is a three-party agreement, which will also require approval from the City of South Pasadena. The revised cost sharing between St. Pete Beach and the County for the 16-inch reclaimed water line does not impact terms with South Pasadena. Therefore, the original 1991 Reclaimed Water Agreement does not need to be amended at this time.
