Approve an Other Transaction Agreement (OTA) with the U.S. Department of Homeland Security, Transportation Security Administration (TSA), to fund up to $753,979.00 in design costs associated with the new In-line Checked Baggage Inspection System (CBIS) for Ticketing-A at the St. Pete-Clearwater International Airport (PIE), and adopt a resolution to that effect.

Summary:
On July 31, 2015 the TSA informed PIE that the pre-application request for funding to design an inline CBIS was tentatively approved based on funding availability. In Fiscal Year 2016, the TSA obligated funding for the design of a new inline CBIS in Ticketing-A at PIE.
The OTA funds eligible costs not to exceed $753,979.00 for the design of a new inline CBIS in Ticketing-A, that will provide a greater baggage throughput which is needed to process checked luggage when Allegiant Air (Allegiant) relocates its ticketing and baggage screening operations to Ticketing-A. The additional space in Ticketing-A will provide Allegiant with added ticket counter positions and passenger queuing space to accommodate its existing operational needs and allow for continued growth.
This recommended action is a companion project to agenda item 18 (Ranking of firms and execution of agreement with Michael Baker International, Inc. for professional consulting services for design and construction administration of a new In-Line Checked Baggage Inspection System in the Ticketing-A area at the St. Pete-Clearwater International Airport).
Background Information:
The OTA Grant will fund the design of a new automated inline CBIS in Ticketing-A that will replace the existing manual CBIS and provide greater baggage screening throughput. The inline CBIS will process checked luggage at a rate that will support Allegiant’s current and future baggage processing needs when it is relocated to Ticketing-A.
The project scope includes designing new conveyor components, as well as mechanical, electrical, structural, and telecommunication infrastructure to accommodate TSA’s explosive detection system equipment to screen checked baggage.
Fiscal Impact:
The total cost of design and contingency is $970,301.70. Ineligible design and contingency costs not funded by the TSA will be funded by the Airport and the Florida Department of Transportation (FDOT), partially utilizing the $300,000.00 Joint Participation Agreement (50/50 match) approved by the Board on May 19, 2015.
