Approval of the Municipal Services Taxing Unit (MSTU) special projects funding request made by Palm Harbor Parks and Recreation for installing portable sports field fencing at Sunderman Sports Complex.
• Due to the limited space at the Sunderman Sports Complex, all fields serve multiple purposes. The fencing that typically separates the back-to-back ballfields needs to be removed and put back frequently for events and various other sports activities that occur outside of baseball and softball.
• The existing fencing does not withstand the wear and tear associated with frequent movement and is not completely portable. The man-hours required for installation and removal are significant.
• The new portable fencing is chain link and is equipped with wheels that simplify movement and placement. It is more durable and requires less maintenance than the current fencing and requires only two to four man-hours compared to 16 to 20 man-hours for the existing setup.
• The proposed sport field fencing is a sole-source item. No other vendor makes portable fencing on wheels. The cost of the proposed fencing is comparable to the cost of installation and repair cost of the existing fence since it was installed in 2020 (approximately $32,000.00).
• The project funding request is $20,000.00. The total estimated cost of the project is $34,570.00. The balance of $14,570.00 will be paid for through the Palm Harbor Parks and Recreation’s capital fund budget.
• Funding for this project is included in the current-year General Government Budget in the General Fund. With approval of this and another $20,000.00 request from Palm Harbor Library on this meeting agenda, a total of $116,733.94 will remain available for Board approved MSTU projects.

Palm Harbor Parks and Recreation (PHP&R) is a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. PHP&R provides leisure and recreation services in unincorporated north County and maintains and operates multiple County owned recreation facilities throughout the community.
PHP&R is dedicated to building a stronger community through quality and affordable programs and activities. They strive to be the recreational, cultural, and gathering center of Palm Harbor, where local residents can come to meet, play, and connect.
PHP&R’s responsibility is to maintain safe, secure, and clean recreation facilities for the health, safety and comfort of all users and visitors. Due to the limited space at the Sunderman Sports Complex, all fields serve multiple purposes. The current fencing that separates the back-to-back ballfields needs to be removed and put back frequently for events and various other sports activities that occur outside of baseball and softball and does not withstand the wear and tear associated with frequent movement. The exiting fence was installed in 2020 and to date, the costs for installation and repairs have been over $32,000. The investment in new portable fencing will be more cost-effective than repairing the existing fencing while also providing enhanced functionality for events.

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners in 2016 for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
Fiscal Impact:
The request for funding in the amount of $20,000 is a one-time expenditure of budgeted MSTU Special Projects funds. The cost of the entire project is $34,570.00. The balance of $14,570.00 will be paid by PHP&R’s capital funds account. Funding is appropriated and available in the FY25 Adopted Budget and will be awarded to PHP&R through reimbursement.
