Approval of the ranking of firms and execution of agreement with Black & Veatch Corporation for professional engineering services pertaining to a Water System Master Plan update.
• The purpose of the Water Master Plan update is to evaluate the existing water system including source waters, water treatment, pump stations, and the distribution system. Black and Veatch Corporation’s (Black and Veatch) short and long-term recommendations to the water system master plan will be utilized as a guide for implementing improvements that will enable the County to continue providing safe, reliable, and sustainable drinking water that satisfies current and future regulatory requirements.
• Award recommendation is to Black & Veatch per the Consultant Competitive Negotiation Act (CCNA) in the amount of $705,236.00.
Contract No. 178-0501-NC (SS), in the amount of $705,236.00 from notice to proceed for a term of eighteen consecutive months. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This contract is for professional engineering consulting services to evaluate and update the County water system master plan. The purpose is to evaluate the existing water system including source waters, water treatment, pump stations, and the distribution system. The Black and Veatch’s short and long-term recommendations will be used as a guide for implementing improvements that will enable the County to continue providing safe, reliable, and sustainable drinking water that satisfies current and future regulatory requirements.
Services under this contract include development of water assessment and performance criteria; reviewing and summarizing data to estimate projected future water system demands; conduct assessments of the distribution system to identify capacity needs and operational improvements; perform assessment and review of the water system facilities (Keller and booster pump stations) through site visits, to determine upgrades to major assets based on age and/or condition; evaluate the physical security of the facilities, and provide updated recommendations for improvement, in accordance with industry best practices and national standards. The Consultant will also provide an overview of current Federal and State drinking water regulations and identify potential new regulations that may impact the County’s water system operations.

Background Information:
The County purchases a combination of ground water, surface water, and desalinated water from Tampa Bay Water, the regional supplier. The raw water is treated at the S.K. Keller Water Treatment Facility (Keller) and then blended with the potable water to provide an average of 50 million gallons per day (mgd) of potable water daily to over 675,000 water customers including residential, commercial, industrial, institutional and wholesale users.
The previous water master plan was completed in 1997. A more recent report completed in 2010, included improvements to the distribution system, specifically in the vicinity of the North Booster Pump Station. Utilities Department engineers worked closely with Operations Division staff and the Water Quality Division to develop a comprehensive scope of work that would address the entire water system and provide guidance for budgeting short and long term improvements. As a result of this collaboration, it was recommended the Utilities Department engage the services of a qualified professional consulting engineering firm to evaluate and update the existing Water System Master Plan.
The County is currently going through a sea level rise and vulnerability assessment for all critical County facilities. The results of this separate study will used to identify projects that will need to be further evaluated related to the County’s water infrastructure. This further evaluation will be performed in the Water Master Plan through a separate task assignment issued at a later date.
A Request for Proposal to comply with CCNA per Florida Statute 287.055 was due on October 4, 2018; the negotiation and scoping process was concluded in April 2019.
The contract includes negotiated full burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.
Fiscal Impact:
Total expenditure not-to-exceed: $705,236.00
Funding for this project is derived from the Water Operating budget.
