Recommended Action

Approval and signature by the County Administrator of Amendment No. 2 to the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for the Pinellas County Shore Protection Project at Treasure Island County.

 

                     Amendment No. 2 replaces Attachments 2A and 3A in their entirety with revised Attachments 2B and 3B. 

                     Attachment 2B revises special terms and conditions and Attachment 3B revises Grant Workplan.  The Workplan eliminates Task Monitoring and moves $25,000.00 to Construction.

                     Amendment No. 2 provides for a time extension of twelve (12) months through December 31, 2027

Summary:

Amendment No.2 to the Agreement replaces Attachments 2A and 3A in their entirety with revised Attachments 2B and 3B. The revised Attachments address special terms and conditions and the Grant Workplan. Specifically, Attachment 3B Grant Workplan removes Task 2: Monitoring and moves the budgeted funds, in the amount of $25,000.00 to Task One 1; Construction.  Amendment No. 2 provides for a time extension of twelve (12) months extending the Agreement term until December 31, 2027.

Agreement 23PI2 is for the Treasure Island segment of the 2023 County Shore Protection Project, which was placed hold by the United States Army Corps of Engineers (USACE).  The Sunset Beach segment to the north is 2,344 feet long, extending from 127th Avenue to 120th Avenue.  The Sunset Beach segment to the south is 6,369 feet long, extending from 98th Avenue to approximately 600 feet south of 77th Avenue.

 

Background/Explanation:

The thirteenth nourishment of Treasure Island commenced in the Fall of 2023. The initial project occurred in 1969, with the most recent cycle completed by the USACE in 2018. Since then, winter fronts and Tropical Storm Eta significantly eroded Sunset Beach in Treasure Island.

The Treasure Island segment of the County Shore Protection project, together with the Long Key segment, was recently authorized as one project for an additional fifty (50) years.  This Project is being constructed by the County without USACE support. 

Funds are budgeted in the County’s Capital Improvement Program: Physical Environment, Coastal Management Projects program allocation. The Tourist Development Tax will fund the County’s responsibility, estimated to be $2,525,000.00. FDEP will provide funding not to exceed $2,525,000.00.
