Bid No. 167-0292-B(LN) in the amount of $679,500.00.

Summary:

This request seeks to reject bids received for requirements of emergency pumping and tankering services of domestic wastewater because bidders did not demonstrate ability to meet equipment requirements and response times.  The Utilities Department is working with the Purchasing Department to revise bid specifications to clarify requirements pertaining to equipment, response times and critical operational needs.   The Purchasing Department will re-release the bid for solicitation the week of June 18, 2017 and should have an award recommendation for Board of County Commissioner consideration August 1, 2017.

Should the need for emergency pumping and tankering services arise before the new contract is in place, Utilities will request an emergency purchase order as has been done in the past. 

 

Background/Explanation:

On April 6, 2017, Purchasing, on behalf of the Pinellas County Utilities (PCU) Department released an invitation to bid for emergency services for domestic water pumping and tankering.  This is a new contract that will be utilized during emergency events to pump and transport domestic wastewater from sanitary sewer pump stations, wastewater treatment facilities, and collection systems located throughout PCU service areas to other designated points in the collection system or wastewater treatment facilities.

Authority for the County Administrator to approve the rejection of bids is granted under Code Section 2-176 (g).
