Approve an Other Transaction Agreement (OTA) with the U.S. Department of Homeland Security, Transportation Security Administration (TSA), to fund up to $6,656,900.00 in construction costs associated with the new In-Line Checked Baggage Inspection System (CBIS) for Ticketing “A” at the St. Pete-Clearwater International Airport (PIE), and adopt a resolution to that effect.

Authorize the Chairman to execute and the Clerk to attest.

Summary:

In Fiscal Year 2018, the TSA has budgeted funding for the construction of PIE’s new CBIS after the bids for this project opened in November 2017 (Companion Agenda Item #17-1513A).  The TSA has reviewed all design plans and, with the assistance of airport staff and our design consultant, has identified the eligible costs of the project that they are willing to fund.  The TSA has agreed to fund 90% of TSA eligible costs in the amount of $6,656,900.00.  Total construction cost is estimated at $10,185,999.68.

 

Background Information:

On September 14, 2016, the Board of County Commissioners approved Item #16-1296A, which was the $753,979.00 design OTA. The design was completed and Purchasing issued an Invitation to Bid in fall 2017.

The CBIS will provide a greater baggage throughput which is needed to process checked luggage when Allegiant Air (Allegiant) relocates its ticketing and baggage screening operations to Ticketing “A”.  The additional space in Ticketing “A” will provide Allegiant with added ticket counter positions and passenger queuing space to accommodate its existing operational needs and allow for continued growth.

The project scope includes designing new conveyor components, as well as mechanical, electrical, structural, and telecommunication infrastructure to accommodate TSA’s explosive detection system equipment to screen checked baggage.

 

Fiscal Impact:

The TSA has agreed to fund 90% of TSA eligible costs in the amount of $6,656,900.00.  The total construction cost is estimated at $10,185,999.68.  The funding of the remaining portion will come from the Florida Department of Transportation (FDOT), Airport Reserves, and Passenger Facility Charges.

 

Funding of the construction costs will be provided as follows:

 

TSA OTA Share                                          $  6,656,900.00

FDOT Share                                          $     657,567.00

PIE Passenger Facility Charges Share                                          $     157,567.00

PIE Share - Airport Reserves                                          $  2,713,965.68

TOTAL Construction                                          $10,185,999.68

 

This project is included in the FY18 Adopted Budget and Capital Improvement Plan (project 002111A) and the revised project costs and funding will be included in the FY19 budget request.
