Contract No. 167-0194-P(JA) in an average annual amount of $814,358.00, for a five (5) year term total of $4,071,790.00. Chairman to sign and Clerk to attest.

Summary:
This contract provides for all medical direction services for the Pinellas County EMS system, as well as online medical control on a continual basis twenty-four (24) hours a day / seven (7) days a week, as required under provisions Sections 54-27 through 54-66 of the Pinellas County Code, Chapter 401 of the Florida Statutes, and Chapter 64J-2 of the Florida Administrative Code.
Services will also include:
1) Management and continuous operation (including during times of disaster or declared emergencies) of Online Medical Control (OMC) by physicians;
2) Protocol and policy review, clinical leadership and oversight of the Pinellas County EMS System (Offline Medical Control);
3) Oversight of re-certification of all system personnel;
4) Review and approval of medical supply and equipment standards, and authorizing changes to such standards;
5) Review and approval of all training materials and curriculum produced and delivered by the Continuing Medical Education (CME) Program. Proactively provide feedback on the training needs of EMS personnel;
6) Emergency field response and scene observation to meet State EMS requirements.
Background Information:
A request for proposal (RFP) was released on March 15, 2017 resulting in one (1) response. This was expected due to the specialized nature of services and size of the contract as well as lack of local presence. The County notified a total of 241 vendors of the RFP. The single proposal was reviewed by an evaluation team on May 2, 2017 receiving a qualified ranking, per attached ranking spreadsheet.
