Approval of the grant agreement with the Florida Department of Environmental Protection for the Vulnerability Assessment Phase II.

 

                     As part of the Resilient Florida grant program, this agreement provides funding in the amount of $700,000.00 for Phase II of the Vulnerability Assessment

                     Phase I of the Vulnerability Assessment was completed in 2021 to identify and analyze risks to county-wide critical infrastructure and private properties.

                     Phase II of the Vulnerability Assessment will address critical and regionally significant assets including modeling intermediate-high sea level rise, rainfall-induced and compound flooding scenarios.

                     The project will assist the County in completing the necessary steps to meet the full requirements of State Statute 380.093 F.S.

                     This is a multi-year reimbursement grant project that will impact Fiscal Year (FY) 2023-2025.

                     No county match is required.

 

Grant Agreement No. 22PLN94; funding in the amount of $700,000.00 to be reimbursed over a two-year period beginning FY23; Agreement term ends on December 31, 2024.

As part of the Vulnerability Assessment Phase II, funding in the amount of $700,000.00 will be applied for the necessary steps to meet full requirements of State Statute 380.093 F.S., including adding all critical assets and modeling intermediate-high sea level rise, rainfall-induced, and compound flooding scenarios. Phase II will also expand the exposure analysis completed in Vulnerability Assessment Phase I to include more public and private assets, study impact to infrastructure, identify fiscal risks, and identify policy and regulatory actions to assist in updating the County’s Comprehensive Plan.  The Agreement term commenced on July 1, 2021 and ends December 31, 2024.

Background Information:

On July 1, 2021, FDEP launched the Resilient Florida Grant Program, making a non-reoccurring amount of $500,000,000.00 available for eligible applicants, including counties and municipalities, regional resilience entities (on behalf of a member), water management districts and flood control districts. The non-reoccurring funds will be dispersed across one (1) application cycle. The Program is designed to provide funding opportunities for local governments and state agencies to develop large-scale mitigation activities that allow Florida communities to better withstand future disasters.

Pinellas County completed the Sea Level Rise and Storm Surge Vulnerability Assessment, or Phase I, in 2021. That study identified and analyzed risks to county-wide critical infrastructure in relation to three sea level rise projections for the years 2040, 2070, and 2100. Findings from the study provide the County with data and information to support mitigation measures for current-day and future tidal and storm surge flooding.

 

Fiscal Impact:

This is a multi-year reimbursement grant project that will impact the FY 2023 - FY 2025 Annual Budget. Requested funding is $700,000.00.  No County match is required. The total project is estimated to cost $700,000.00.
