Conduct a public hearing and adopt a resolution approving the 2025-2029 Five-Year Consolidated Plan (5-Year Plan), including the 2025-2026 Annual Action Plan and authorizing actions related to the administration of the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) programs and authorize submittal to the U.S. Department of Housing and Urban Development (HUD).

 

                     The 5-Year Plan identifies the needs and sets the priorities and objectives related to housing, community development, homeless, and special needs populations.

                     The Annual Action Plan identifies projects and activities the County will undertake to address the housing and community development needs identified in the 5-Year Plan and contains the application for the Consortium’s HOME and the County’s CDBG and ESG funds.

                     The County will receive $2,339,516.00 in CDBG, $1,074,297.76 in HOME and $205,566.00 in ESG funding and estimates receiving $30,000.00 in CDBG and $825,000.00 in HOME program income in Fiscal Year (FY) 2026.

                     Funding will be used for target area, public facility, public infrastructure, public service, homeless, homelessness prevention, affordable housing activities and administration.

                     Three community needs assessment meetings, two public hearings and an online survey were conducted to obtain input from participating cities, partnering agencies, community organizations, and the public on community needs.

                     Funding for this resolution is included in the FY26 Proposed Budget for the Housing and Community Development Department in the Community Development Grant Fund.

Summary:

Summary

The purpose of the public hearing before the Board is to receive comments, suggestions, and input on the five (5)-Year Plan, including the Annual Action Plan for project and activity funding, prior to approval by the Board.

As part of the planning process to obtain public and stakeholder input on housing and community development needs, three (3) community needs assessment meetings and fair housing meetings were held on October 29, 2024, November 6, 2024, and November 13, 2024, and an online survey was made available from October 1, 2024, to December 6, 2024, which resulted in 386 responses from residents throughout the County. Public notice informing interested groups about the opportunities to provide input was provided through email, newspaper advertisements, and posted on the website. A public hearing on community needs, annual grant program performance, funding availability, and the application cycle was held on January 13, 2025. Public notice informing interested groups about the public hearing on the planning process, the grants, and the proposed use of funds was advertised in the newspaper on December 29, 2024, distributed through email, and posted on the website. The notice of funding availability was advertised in the newspaper on January 12, 2025, distributed through email, and posted on the website. A public comment period was held from April 7, 2025, to May 6, 2025, soliciting input on the five (5)-Year Plan and Annual Action Plan. Public notice of the comment period was advertised in the newspaper on April 6, 2025, and posted on the website. Public notice for this public hearing was advertised in the newspaper on June 1, 2025.

The County Consortium consists of the County in its capacity as the Urban County, joined by the City of Largo. The Urban County is defined as unincorporated Pinellas along with the following municipalities:  Belleair, Belleair Beach, Belleair Bluffs, Dunedin, Gulfport, Indian Rocks Beach, Indian Shores, Kenneth City, Madeira Beach, North Redington Beach, Oldsmar, Redington Shores, Safety Harbor, St. Pete Beach, Seminole, South Pasadena, Tarpon Springs, and Treasure Island. As lead agency for the Consortium, the County is responsible for preparation and transmittal of the Consortium’s Action Plan to HUD. 

The deadline for submission of the five (5)-Year Plan, including the Annual Action Plan to HUD is August 17, 2025. The public hearing date of June 17, 2025, allows sufficient time to prepare the materials necessary for submission.

Background Information:

The County is eligible to receive CDBG, HOME and ESG entitlement grants from HUD. In accordance with 24 CFR 91, the County must submit a five (5)-Year Plan which identifies priorities and multiyear goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions and available resources. The County must also submit an Annual Action Plan which identifies specific projects and activities to be undertaken each year to address the needs identified in the five (5)-Year Plan and further the identified priorities and strategies. The FY26 Annual Action Plan contains the application for the Consortium’s HOME and the County’s CDBG and ESG funds.

 

Fiscal Impact:

The County receives an annual entitlement allocation of federal CDBG, HOME, and ESG funds. The County will receive the following allocations and estimated program income:
