Approve the Sewer Service Area and Supply Agreement with the City of Oldsmar (City) for the treatment of the County’s wastewater and purchase of reclaimed water from the City.

Authorize the Clerk to attest the Agreement and the Chairman to sign. 

Period of Agreement is for a ten (10) year duration.

Summary:

This Agreement requires the City provide 200,000 gallons per day of wastewater treatment capacity at its Facility for processing of raw wastewater flows from the County. Currently, some of the County wastewater that flows from the East Lake area cannot be directed to the William E. Dunn Water Reclamation Facility without capital construction to reconfigure the County’s wastewater collection system. The Agreement also requires that the City sell to the County, reclaimed water based on the volume of raw wastewater sent to the City for treatment, plus an additional 250,000 gallons per day.  The previous expansion of the North County Reclaimed Water System was partially based on supplemental reclaimed water purchased from the City. Elimination of those flows could result in additional restrictions of longer durations for north County reclaimed water customers.

 

Background Information:

This Agreement which also determines service area boundaries, was initially approved by the County and the City on December 11, 1979 and amended on March 19, 1998 for a 20 year period. A Memorandum of Understanding (MOU) between the County and City was executed November 18, 2016, that identified roles and responsibilities associated with new regulatory requirements for industrial customers and their associated discharges to the sanitary sewer system. The terms and conditions of the MOU have been incorporated within this Agreement, and this Agreement supersedes and replaces all prior agreements.

 

Fiscal Impact:

The fee charged by the City to the County for treatment of sewage is currently $3.43 per thousand gallons and will continue at this rate upon execution of this Agreement.

 

The fee charged by the City to the County for delivery of reclaimed water is currently $0.10 per thousand gallons and shall increase to $0.50 per thousand gallons upon full execution of this Agreement. The new rate is aligned with the rate charged by the City to comparable customers.

 

The fees paid to the City will be funded through Utilities Enterprise Sewer funds and are included in the Fiscal Year 2018 Adopted Budget.
