Approval of the award of bid to Kamminga & Roodvoets, Inc. for 22nd Avenue South (51st Street South - 34th Street South) roadway improvements; PID 000087A.

 

                     This project consists of milling and resurfacing 22nd Avenue South from 51st Street to 34th Street, road widening to add a left turn lane for Thurgood Marshall Middle School, drainage improvements in the widened segment, and completion of sidewalk on both the north and south sides of the roadway.

                     The project includes City of St. Petersburg utility work, which they are funding per a previously approved joint project agreement. 

                     An invitation to bid was advertised on April 28, 2023. One bid was received, with award recommendation to Kamminga & Roodvoets, Inc. in the amount of $7,473,287.30.

                     The Small Business Enterprise commitment is 11% for this contract.

                     All work will be completed within 550 consecutive calendar days.

                     Funding for the project is budgeted in the Capital Improvement Plan in Fiscal Years (FY) 2023-2025. The funding source is currently Penny for Pinellas and Multimodal Impact Fee. The proposed FY 24 Budget changes the funding source to ARPA Flex Act funding in the amount of $7,934,069.60, as follows:

o                     County funding at $6,289,000.00; and

o                     City of St. Petersburg at $1,645,068.60 (reimbursable)

                     Approving the contract does not obligate the County to spend. Obligation occurs when the purchase order is approved in accordance with the adopted budget.

 

 

Contract No. 23-0326-ITB-C, in the amount of $7,473,287.30, with all work completed within 550 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:

The Purchasing & Risk Division advertised an invitation to bid on April 28, 2023, with one responsive, responsible bid received from Kamminga & Roodvoets, Inc. for the 22nd Avenue South (51st Street South - 34th Street South) roadway improvements project in the amount of $7,473,287.30.

Improvements to 22nd Avenue South have been planned for a number of years and a number of studies have been performed to examine the proper improvements needed within a limited amount of right of way. The final preliminary engineering report completed in September 2020 recommended the improvements proposed in this project and improvements to the signalized intersections. Improvements to the signalized intersections are planned as a second phase project which will begin design in FY24.

This is a 2017 Penny Education Campaign project. Project was reflected on the education campaign as 22nd Avenue S. from 58th Street to 34th Street. Project’s name has since been changed to 22nd Avenue S. from 51st Street S to 34th Street. Improvements to roadway west of 51st Street South were completed several years ago as a drainage improvement project. See project 002508A 22nd Av S Drain Imp-51st/55th.

 

Fiscal Impact:

The funding for this award is reflected in the Proposed Capital Improvement Plan, under project 000087A 22nd Avenue South (51st Street South - 34th Street South), in Fiscal Years 2023-2025.  The construction allocation currently included in the Proposed Budget for the Public Works portion is $6,100,000.00, funded by the Penny for Pinellas, and Multi-Modal Impact Fees. There is a Joint Project Agreement with the City of St. Petersburg for $1,645,068.60. 

 

There is a pending change to the proposed budget to change the funding source for construction from Penny to ARPA (Flex act), and to increase the construction estimate from $6,100,000.00 to $6,289,000.00.

 

Once pending changes are made to the Proposed Capital Improvement Plan, new construction allocation reflected in the proposed budget will be $7,934,069.00.  Funding for this agreement is included in the FY24 Proposed Budget. Approving the contract does not obligate the County to spend. That obligation occurs at the time of purchase order, which will be monitored and adhere to the approved budget at the time of obligation and not before.
