Approval of the Municipal Services Taxing Unit (MSTU) Special Project funding request, in the amount of $16,980.00, for the Seminole Junior Warhawks Athletic Association (SJWAA) Sports Complex Improvements.
• The MSTU funding is requested to reimburse SJWAA for repairs to the irrigation system and to fund the replacement of two drinking water fountains that are currently inoperable.
• The SJWAA Sports complex is over 40 years old and is run by volunteers.
• During that time, the irrigation system was maintained and repaired on an as-needed basis.
• In 2023 the irrigation system suffered catastrophic failures that needed immediate attention for the sports schedule to carry on for the season. The unexpected repair cost of $13,020.00 and the necessity to replace the water drinking fountain have placed a financial strain on SJWAA.
• The quote for the drinking water fountain is $3,960.00.
• The total project funding request is $16,980.00.
• The request for funding in the amount of $16,980.00 is a one-time expenditure of budgeted MSTU Special Projects funds. Funding is included in the General Government MSTU cost center within the General Fund and is consistent with the Fiscal Year 2024 approved budget.
• With approval of this special project for $16,980.00, a total of $615,140.98 will remain available for Board approved MSTU projects with $1,383,716.82 spent and or committed to date.

The organization provides baseball and soccer programs through organized teams to over 1000 youngsters. Their mission is to offer and maintain recreational facilities for youth sports, specifically in the areas of baseball and soccer.

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
Fiscal Impact:
This request for funding in the amount of $16,980.00 is a one-time expenditure of budgeted MSTU Special Project funds. Funding is included in the General Government MSTU cost center within the General Fund and is consistent with amounts provided during the FY24 budget development.
