Strategic Plan:

2.1 Provide planning, coordination, prevention, and protection services to ensure a safe and secure community

Practice Superior Environmental Stewardship
3.3 Protect and improve the quality of our water, air and other natural resources

Summary:

This action provides additional funding in the amount of $125,000.00 to support the County’s ongoing program to protect air quality so that it achieves established ambient air standards and protects human health. The program includes ambient air monitoring and various other activities to reduce or control air pollutants such as ozone, particulate matter, regional haze, sulfur dioxide, carbon monoxide, and mercury. This action also extends the budget and project period end date from September 30, 2018 to September 30, 2019.

Background/Explanation:

EPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution.  The County’s air program is recognized by the EPA and State of Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the EPA.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

Fiscal Impact:

This award modification increases the FY19 funding by $125,000.00 for the budget period October 1, 2018 through September 30, 2019.  The EPA agrees to reimburse the County up to 20.93% of all approved costs incurred for this budget period, up to and not exceeding the total federal funding amount of $1,139,222.00. The County’s share of total program costs (estimated at $957,800.00) is supported by revenue from the Tag Fee Fund, as allowed by the terms of the agreement with the State of Florida.

The revenue and associated expenditure for this amended agreement are included in the FY19 Adopted Budget.

Authority for the County Administrator to approve this amended agreement is granted under Code Section 2-62 (a)(1).
