Approval and execution by the County Administrator of Amendment No. 1 to the Interlocal Agreement with the City of St. Pete Beach (City) for utility relocations along Blind Pass Road from 75th Avenue to Gulf Boulevard.

• The additional work will be coordinated with concurrent City projects and can be completed with less burden to citizens and utility customers.

• Minor relocation offset is needed, at a cost of $50,000.00, for the existing sixteen-inch  reclaimed water main at the intersection of 70th Avenue and Boca Ciega Drive. This will enable the City to install the gravity sewer and drainage structures within the City’s project area.

• An additional increase of $5,000.00 (ten percent of the cost increase) is necessary for associated additional mobilization, maintenance of traffic and miscellaneous administrative fees.

Summary:

This will enable the City to install the gravity sewer and drainage structures within the City’s project area.  An additional increase of $5,000.00 is necessary for associated additional mobilization, maintenance of traffic and miscellaneous administrative fees. Total project construction cost to the County is revised to $1,595,000.00.

 

Background/Explanation:

On January 10, 2017, the Board approved the Interlocal Agreement with the City for County utility relocations along Blind Pass Road from 75th Avenue to Gulf Boulevard, in coordination with roadway, sidewalk, and drainage system improvements by the City.  The County is required to relocate all utilities in conflict with the construction area and shall pay for the City contractor to relocate County’s utility facilities. Utilizing the City contractor is a cost effective method to facilitate construction activities and limit disruptions to area residents resulting in project efficiencies for all stakeholders.

 

Fiscal Impact:

Original agreement:

$1,540,000.00

Increase due to Amendment No. 1

$     55,000.00

Total revised cost:

$1,595,000.00

 

Funding for this project is available in the FY19 Adopted Budget within the Water and Sewer Enterprise Funds. The increase only impacts the Sewer Enterprise Funds and was not anticipated. As such, appropriation lapse in other projects will be used to support the unanticipated increase.

Authority for the County Administrator to sign this amendment is granted under Code Section 2-62 (a)(2).
