Approval of the ranking of firms and agreement with McKim & Creed, Inc. (McKim) for professional engineering services for the Supervisory Control and Data Acquisition (SCADA) Master Plan Update.
• This contract is for professional engineering services to perform project management field research, conduct workshops, interview staff and stakeholders, perform system analysis and provide recommendations for improvements, and prepare a final technical master plan report.
• Award recommendation is to McKim per the Consultant Competitive Negotiation Act in the amount not to exceed $289,008.00.
• One Small Business Enterprise firm is included with McKim’s submittal for approximately 2% of the total award.
Contract No. 189-0464-NC (SS); in the amount of $289,008.00. The SCADA Master Plan is expected to be completed within 330 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract is for professional engineering services to perform project management field research, conduct workshops, interview staff and stakeholders, perform system analysis and provide recommendations for improvements, and prepare a final technical master plan report. These elements will enable the County to maintain a secure, reliable
system able to meet current and future needs.

Background Information:
The SCADA system is responsible for managing processes at three (3) major water/wastewater treatment facilities, an industrial water treatment plant supporting the County’s solid waste facility, a dozen large pump stations, and over 300 water, sewer, and reclaimed pumping stations (soon to increase as Utilities takes on responsibility of the Parks Department’s sewer pump stations).
The final negotiated agreement includes a not-to-exceed amount of $289,008.00, inclusive of $264,008.00 for basic design services, and $25,000.00 for owner contingency services. The SCADA master plan expected to be completed within three hundred thirty (330) consecutive calendar days.
A Request for Qualifications (RFQ) to comply with CCNA per Florida Statute 287.055 was released October 22, 2019; the negotiation and scoping process was concluded in April 2020.
The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Fiscal Impact:

Contingency: $ 25,000.00

Funding for this project is derived from both the Utilities Water and Sewer Enterprise Funds.
