Summary:
In 2016, the County was awarded a three-year grant to expand and enhance the Pinellas Veterans Treatment Court (VTC). The Pinellas VTC is in Year 2 of the grant and must submit a continuation application for Year 3 including the attached SF-424 and Attestation forms for signature.
Background/Explanation:
The Sixth Judicial Circuit implemented the Pinellas VTC in 2011 to provide treatment to Veterans with co-occurring substance use and mental health disorders, to break the cycle of criminal behavior, alcohol and drug abuse, and incarceration. The VTC is a collaboration between the Sixth Judicial Circuit, WestCare Gulfcoast-Florida, Inc., Wayne A. Grosnick & Associates, Inc. d/b/a Solutions Behavioral Healthcare Consultants, and the Pinellas Ex-Offender Re-Entry Coalition. The grant supplements state and local resources for VTC.
The current VTC grant has been operational for approximately eighteen months. The projected number of clients to be served over the life of the grant is 120, an average of 40 per year. As of December 2017, the VTC had an active caseload of 92 clients, with 61 new clients entering in 2017 and 45 clients graduating from the program. The program is on target to meet grant service levels.
Fiscal Impact:
The total amount of the grant is $975,000.00 over three years. The amount for Year 3 is $325,000.00, which includes $11,747.00 to the County to offset administrative costs. There is no cash match required under the grant. Grant funds are in the FY 2019 budget.
Delegated Authority:
Authority for the County Administrator to sign grant documents is granted under Code Section 2-62(a)(4).
