Approval by the County Administrator to rescind award with County Materials Corporation (County Materials) and award to Southern Precast Concrete Corporation (Southern Precast) as the second lowest bidder for pipe, reinforced concrete, precast slabs and related materials.
• The County Administrator originally awarded Group 1-5 to County Materials on September 18, 2018.
• County Materials was unable to provide insurance requirements as specified in the contract documents.
• Staff recommends we rescind award to County Materials and award Groups 1-5 to Southern Precast. Southern Precast was awarded groups 6 and 7.
The increase in price between firms for groups 1-5 is $9,256.02 over the five (5) year term or approximately $1,851.00 per year. Contract No. 178-0476-B(RO) in the revised annual amount of $116,240.49 for a sixty (60) month term total of $581,202.45.

Summary:
The County Administrator is requested to rescind the contract award for groups 1 through 5 with County Materials Corporation for not being able to meet comply with County insurance requirements and award groups 1 through 5 to Southern Precast Concrete Corporation.
Background/Explanation:
On September 29, 2018, the County Administrator approved the award of bid to two (2) vendors: County Materials for groups 1 through 5 and Southern Precast for groups 6 and 7 for reinforced concrete pipe, precast concrete slabs and related materials.
After the award, County Materials could not meet the County’s insurance requirements. Southern Precast has met all County insurance requirements. The difference in price awarding groups 1 through 5 to Southern Precast is $9,256.02 for five (5) years or approximately $1,851.00 per year. The Public Works Department recommends awarding groups 1 through 5 to Southern Precast.

Funding is derived from the Public Works Department’s operating budget.
