Approval of the Second Amendment and Renewal (Amendment) of the Interlocal Agreement (Agreement) with the Florida Department of Health in Pinellas County (DOH) for the Pinellas County Health Program (PCHP) and the Health Care for the Homeless (HCH) Program.
• This amendment exercises a renewal term and enables DOH to continue to provide healthcare services for eligible and enrolled PCHP/HCH clients throughout the County as well as in the Mobile Medical Unit, the Street Medicine Van, and the Bayside Clinic, from October 1, 2026, through September 30, 2028.
• The amendment also updates the not-to-exceed amount due to the addition of a $67,000.00 grant and updates the reporting appendix to align with current processes.
• Funding in an amount not to exceed $12,492,770.00 per fiscal year has been identified through a combination of Human Services anticipated Fiscal Year 2027 General Fund appropriation and grant funding through the Health Resources and Services Administration. The agreement includes a fiscal non-funding clause.

This Amendment renews the original Agreement for an additional two-year term, effective October 1, 2026, through September 30, 2028. Additionally, $67,000.00 in funding to support targeted HIV services has been added as part of a grant award, and the reporting matrix has been updated to reflect current practices.
Funding this Agreement enables DOH to provide healthcare services for eligible and enrolled PCHP/HCH clients at various locations throughout the County as well as the MMU, the Street Medicine Van, and the Bayside Clinic. Additionally, DOH manages and provides, through sub-contracted agreements, specialty care, behavioral health services, prescription assistance program and community dental services. DOH works with Human Services for quality assurance and program optimization.

Background Information:
Pinellas County Human Services has partnered with the DOH to provide prevention-focused healthcare to eligible Pinellas County residents. DOH has a proven system of providing high quality, effective, and cost-efficient services to the residents of Pinellas County.
In FY25, DOH provided 5,571 medical encounters and 3,931 dental encounters to PCHP clients, and in CY 25 provided 5,007 medical encounters and 3,700 dental encounters to HCH clients.
In 2026, Human Services engaged an evaluation consultant to assess the County’s indigent healthcare needs and the system to address them, and to conduct a comprehensive evaluation of the benefits, rationale, and potential impacts of the County’s investment in indigent health care services. The results and recommendations from this assessment are pending; however, this Agreement contains language that allows for adjustment of the type and quantity of services, as well as the number of medical homes in operation, in the event adjustments are requested to optimize the program. Additionally, the Agreement terms and conditions contain language to allow for 30-day termination without cause and fiscal non-funding language.

Funding in an amount not to exceed $12,492,770.00 per FY has been identified through a combination of Human Services anticipated FY27 General Fund appropriation and approximately $1,944,798.00 in grant funding through HRSA.
