Approval of Change Order No. 1 to the Agreement with Erickson & Lindstrom Construction Co. for the Animal Services Kennel Replacement and HVAC Renovation Project.
• Change Order No. 1 is to the Agreement for the Animal Services Kennel Replacement and HVAC Renovation Project that was awarded by the Board of County Commissioners on November 15th, 2022, in the amount of $3,578,306.00.
• This change order adds 270 consecutive calendar days for final completion on March 28, 2025, and increases the original contract amount by $755,000.00 for a revised not to exceed a total of $4,333,306.00.
• The change order is primarily attributed to HVAC equipment replacement, but there were also design changes, permitting delays, and increased cost of construction materials.
• The Board of County Commissioners approved budget amendments in March and June 2024 to fund this change order. Adequate funding is available in the approved Fiscal Year 2025 Budget.
Contract No. 22-0399-CP increase in the amount of $755,000.00 for a revised contract not to exceed $4,333,306.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
Change Order No. 1 is needed to increase the contract in the amount of $755,000 for a revised contract amount of $4,333,306, due to a significant delay (6 months) in permit review and approval. Additional funds are needed due to the inflationary price of construction materials since the project was bid. The HVAC renovation installs manufactured air handling units which will interconnect to a new air-cooled chiller with the existing administration building chilled water system to provide a back -up chilled water source. Adding 270 consecutive calendar days for final completion March 28, 2025.

Background Information:
This project consists of renovating the three (3) canine buildings and the one (1) feline building to include tempered air conditioning. Additional upgrades and repairs include architectural, structural, mechanical, electrical, plumbing and fire protection. Work also includes replacement of existing kennels for animal housing, existing metal roof, and installation of new HVAC air tempering system, new cat run storefront enclosures, new emergency generator and fuel tanks.
Fiscal Impact:
Funding is budgeted under the Animal Services Renovation and A/C Replacement in Buildings #200,#300,#400,#600 Project 004009A, included in the Capital Improvement Plan, funded by the Penny for Pinellas.
Total available funding is the amount of the full project allocation is represented in the FY25 approved budget. Available funding in excess of the recommended not-to-exceed amount is available for other project costs.
