Approval and execution by the County Administrator of Change Order No. 1 Final to the Agreement with Granite Inliner, LLC for the Sanitary Sewer Rehabilitation in four areas; Ridgewood, Oakhurst, Belleair Beach, and North Lake Seminole.

 

                     This contract was originally approved by the Board of County Commissioners on April 12, 2022, in the amount of $2,771,079.25.

                     The project was substantially complete on November 29, 2023, and obtained final completion on July 30, 2024.

                     This project cleaned, video inspected, and installed Cured-In-Place-Pipe (CIPP) lining in existing small diameter (8”-15”) gravity sewer mains in four areas.

                     This final change order is a reduction of ($398,238.75), extends the agreement term by 30 days, and accepts the project as completed.

                     Funding for this contract is available under Annual Sewer CIPP - Ridgewood, Oakhurst, Belleair Beach, N. Lake Seminole Project 001933G, included in the Fiscal Year 2024-2029 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

Summary:

The project was substantially complete on November 29,2023 and obtained final completion on July 30, 2024. Liquidated damages do not apply, as the county received substantial and beneficial use on November 29,2023. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items which included finding a subcontractor to be able to do lateral lining of 3 services, final testing, project acceptance, final project deliverables (videos), final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.

Final quantities have been tabulated resulting in a net decrease of ($398,238.75). This is the difference between estimated and final quantities and balance of unspecified work not used.

This contract was originally approved by the Board of County Commissioners on April 12, 2022, in the amount of $2,771,079.25.

This project cleaned, video inspect, and install Cured-In-Place-Pipe (CIPP) lining in
existing small diameter (8”-15”) gravity sewer mains in the areas of Ridgewood, Oakhurst, Belleair Beach, and North Lake Seminole. The rehabilitation process will include the installation of bypass pumping systems, cleaning out existing sediment/debris, and the installation of small diameter CIPP liners.

Funding for this contract is available under Annual Sewer CIPP - Ridgewood, Oakhurst, Belleair Beach, N. Lake Seminole Project 001933G, included in the FY24-FY29 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

The decrease amount is equal to the difference between the executed not-to-exceed agreement amount and the total of invoices paid.   

Delegated Authority:

Authority for the County Administrator to execute this Change Order No.1 is granted under Code Section 2-62(a)(3).
