Approval of the ranking of firms and agreement with ASRus, LLC for the Senate Bill 64 Compliance Injection Wells.

 

                     This contract is for professional non-continuing engineering services for the Senate Bill 64 Compliance Injection Wells.

                     Two firms submitted proposals and were evaluated with recommendation to award the top ranked firm, ASRus, LLC, in the amount of $3,598,759.00 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055. This amount includes $327,000.00 in contingency funds.

                     ASRus, LLC is a Certified Pinellas County Small Business Enterprise.

                     This agreement will be effective for seven years from issuance of notice to proceed from the County.

                     Funding is budgeted under Alternative Wastewater Effluent Disposal Facilities project 006176A, included in the Fiscal Year (FY) 2026 - FY31 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.

 

Contract No. 25-0551-RFQ-CCNAC in the amount of $3,598,759.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The project will provide the County with a reclaimed water disposal option via two (2) injection wells located at the McKay Creek Booster Station and Lake Seminole Park.  Providing that the necessary hydrogeologic conditions are present, the project will provide the County with 2 functional injection wells with an injection capacity of up to 36 million gallons per day and one (1) monitor well at each location.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released April 1, 2025, on behalf of Utilities with submittals due May 8, 2025; the negotiation and scoping process concluded February 18, 2026.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

The South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) provides reclaimed water to its customers in the southern portion of Pinellas County.  During the rainy season and low customer demand, excess reclaimed water is disposed of into Joe’s Creek via the plant’s outfall structure. Senate Bill 64 requires the elimination of nonbeneficial surface water discharge of reclaimed water from municipal wastewater plants by January 1, 2032. The 2 injection wells will provide a reliable disposal method during high flow and wet weather events. The County will apply for a Class I municipal injection well construction permit from the Florida Department of Environmental Protection (FDEP) Underground Injection Control (UIC) program to complete the 2 injection wells.

Total Contract not to exceed:                                          $3,598,759.00

 

Funding is budgeted under Alternative Wastewater Effluent Disposal Facilities project 006176A, included in the FY26-FY31 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund in the amount of $4,050,000.00. The six-year plan also includes estimated construction costs of $12,000,000.00, which will require additional revenue or financing.
