Approval and execution of agreement by the County Administrator with Wright-Pierce, Inc. for professional engineering services associated with Phase 1 Gulf Beach Water Booster Station Improvements Project in St. Pete Beach.

                     Award recommendation is for professional engineering services associated with Phase 1 - 30% design of the Gulf Beach Water Booster Station Improvements.

                     Per the Consultant Competitive Negotiation Act (CCNA), Florida Statute 287.055, staff recommends award to Wright-Pierce, Inc. in the amount of $249,717.30 to be completed within 365 consecutive calendar days from issuance of notice to proceed for Phase 1 - 30% design.

                     This project is programmed in Utilities Enterprise Water Fund Capital Budget.

                     The professional engineering services will be performed in two (2) phases. This is for Phase 1 to develop 30% design.

                     A Phase 2 amendment will be processed for final design services, permitting, and construction phase engineering services at the completion of Phase 1 - 30% design.

                     One Small Business Enterprise (SBE) firm is included in this award for a total SBE fee in the amount of $31,528.00, or approximately 13% of the total award.

 

Contract No. 21-0610-NC (SS), PID No. 002150A, in the amount of $249,717.30 for Phase 1 services and a 365-day contract duration for completion of Phase 1 and submittal of proposed Phase 2 amendment.

Award recommendation to Wright-Pierce, Inc. in the amount of $249,717.30 to be completed within 365 consecutive calendar days from issuance of notice to proceed for Phase 1 - 30% design of the Gulf Beach Water Booster Station Improvements. Upon completion of Phase 1 - 30% design, a Phase 2 amendment will be processed to include final design services, permitting, and construction phase engineering services.

The Gulf Beach Water Booster Station was constructed in 1969 and is due for complete rehabilitation as many of its components are nearing the end of their useful life. Improvements will include replacement of booster pumps, motors, new variable frequency drives, electrical delivery system, chemical feed system and either portable or permanent generator power with automatic and/or manual transfer switch. Other design considerations will include evaluating overall pipe configuration, bridge crane, hardening of the building structure, as well as upgrading the programmable logic controller (PLC), flow meters and other instrumentation and controls. The design will incorporate the mitigation of flood and storm surges and improved security for the overall safety of the facility.

Background Information:

The recent Water System Master Plan identified improvements to this booster station as a priority to address overall condition, performance, and increase resiliency of the facility to meet operational expectations and current industry standards. The County has recently undergone multiple water quality improvement and booster station upgrade projects starting at the north end of the County and working its way downstream to the south. The Gulf Beach Water Booster Station is the next location within the Pinellas County Capital Improvement Program scheduled for upgrades.

A Request for Qualifications (RFQ) to comply with CCNA per Florida Statute 287.055 was released August 17, 2021; the negotiation and scoping process was concluded in February 2022.  One Small Business Enterprise (SBE) firm is included for a total SBE fee of $31,528.00, or approximately 13% of the total award.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Phase 1 (30% design) expenditures not-to-exceed:                      $249,717.30.

Funding for this project is through the Utilities Enterprise Water Fund.
