Approval of the award of bid to Archer Western Construction, LLC for the construction of the South Cross Bayou Advanced Water Reclamation Facility Denitrification Rehabilitation and Dewatering Improvement Projects.

 

                     Award recommendation is to Archer Western Construction, LLC in the amount of $26,589,000.00.

                     A total of four bids were received with Archer Western Construction, LLC recommended for award as the lowest responsive and responsible bid.

                     Improvements to the Denitrification basins include replacement of filters; blowers, piping and valves; underdrain rehabilitation, and replacement of pump skids.

                     Improvements to Dewatering equipment include climate-control retrofits, electrical and ventilation improvements and all new polymer equipment.

                     Archer Western Construction, LLC’s submittal contains a Small Business Enterprise Program commitment of 7%.

                     Funding is available in the American Rescue Plan Act Fund in excess of $20M and the Sewer Renewal and Replacement Fund. Funding is programmed to begin in the current and proposed fiscal years. 

                     Approval of the contract does not obligate the County to spend. That obligation occurs at the time of purchase order, which will be monitored, and adheres to the approved budget at the time of obligation and not before.

 

Contract No. 23-0609-ITB-C in the amount of $26,589,000.00. All work must be completed within 1,100 consecutive calendar days from issuance of notice to proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for the required construction improvements for two separate projects located at the South Cross Bayou Water Reclamation Facility.

Denitrification Filter Rehabilitation: Work includes removal of the existing process valve actuators and replacement with electric actuators; improvements to the methanol chemical feed system, chemical analyzer improvements, influent and effluent flowmeter improvements, mudwell flow control improvements, and denitrification filter underdrain rehabilitation.  Instrumentation and control, Supervisory Control and Data Acquisition, and Human Machine Interface improvements are also supplemental to the work. 

Dewatering Facility Improvements: Work includes replacing the polymer transfer and feed pump system and piping and relocating this equipment to a higher elevation to improve resilience.  Replacement of the electrical system main panels, switch boards, and motor control centers. Heating, ventilation, and air conditioning improvements, centrifuge discharge conveyor upgrades, and demolition of unused equipment will also be completed with this work.

Background Information:

On March 31, 2023, Purchasing and Risk Management advertised an invitation to bid. Four submittals were received, with Archer Western Construction, LLC recommended for award as the lowest responsive and responsible bid.

Denitrification Filter Rehabilitation: The South Cross Bayou WRF denitrification system was originally commissioned in 2001 and major pieces of equipment are reaching their useful life and require replacement. This includes all instrumentation devices, including those required and responsible for FDEP reporting, methanol dosing equipment, blowers, influent and effluent flow meters, and the pneumatically actuated valves.  During this improvement project, it is imperative to upgrade the Supervisory Control and Data Acquisition (SCADA), control panels, and Programmable Logic Controllers (PLCs). 

Dewatering Facility Improvements: The South Cross Bayou WRF dewatering facility was modified in 2008 to accept dewatered biosolids from the William E. Dunn WRF.  Therefore, major equipment, such as the polymer transfer and chemical feed system, are approaching the end of their useful life and require replacement. With improvements to the dewatering system, improved process controls will also be included with the project.  Specifically, upgrades to the SCADA and PLCs will utilize the latest software enabling enhanced control systems.

Funding is available under Project 002166A South Cross Bayou Dewatering Improvements and Project 003408A South Cross Bayou Denitrification Filter Rehabilitation, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund and the Sewer Renewal and Replacement Fund.

 

The Proposed FY24-29 CIP represents an increase of $9,655,000, or 48.0% for the total combined projects budget. The increase will be funded entirely by the Sewer Renewal and Replacement Fund.

 

Funding for this contract is included in the FY24 Proposed Budget. Approval of the contract does not obligate the County to spend. That obligation occurs at the time of purchase order, which will be monitored, and adheres to the approved budget at the time of obligation and not before.

 

This agenda item obligates the County prior to adoption of the FY24 Proposed Budget. Increased funding is proposed in Project 002166A South Cross Bayou Dewatering Improvements and Project 003408A South Cross Bayou Denitrification Filter Rehabilitation, included in the Capital Improvement Plan, funded by the American Rescue Plan Act Fund and the Sewer Replacement and Renewal Fund (and was part of the information presented during the CIP Budget Information Session). Funding is programmed to be spent partially in FY23 and partially in FY24 in the Proposed CIP.
