Approval of Change Order No. 1 to the contract with Bayshore Construction, Inc. (Bayshore) for the Fort De Soto Park Dune Walkover project.

 

                     The original contract was for construction of new dune walkovers in the Fort De Soto Park that allow for natural movement of sand while providing ADA access to the beach.

                     Change Order No. 1 increases the contract by $115,918.00 and extends the agreement term by 120 days.

                     The change order addresses safety issues (handrails/decking/framing) at three locations: Fort De Soto Dune Walkover - Northern Parking Area; Fort De Soto Bridge - Arrowhead Picnic Area; and Anderson Park Boat Ramp Courtesy Dock Deck.

                     Without repair, these safety issues will likely result in the closure of these locations; the contractor is mobilized onsite and therefore able to complete the safety related improvements in a cost-effective and efficient manner.

                     Funding for the Fort De Soto Park Dune Walkover project is provided by a U.S. Department of Treasury grant.

                     The grant could only be used for new construction so, funding for work to be completed under the change order is provided by the Parks Department PID No 003772A Renovation and Replacement of Park Structures (Penny for Pinellas).

                     Award of bid to Bayshore was approved by the Board of County Commissioners on December 10, 2019 in the amount of $448,198.30.

 

Contract No. 189-0489-CP(PLU); PID 003010A; increasing the contract amount by $115,918.00 and extending the agreement term by 120 consecutive calendar days for a revised total of $564,116.30 and a revised completion date of March 27, 2021.

Summary:

Summary

This change order consists of removal and replacement of the decking and handrail for the Anderson Park boat ramp courtesy dock; removal and replacement of the decking and railing on the dune walkover near the north end of the Gulf Pier parking lot in Fort De Soto Park; and removal and replacement of framing, decking, and handrail for the pedestrian bridge walkover near the Arrowhead Picnic area (piles to remain) in Fort De Soto Park. All of these locations have significant safety concerns and funding is available to address the safety issues.

Funding for the Fort De Soto Dune Walkover project was provided by a U.S. Department of Treasury grant. The grant provided funding for new construction, not reconstruction, therefore the reconstruction work identified in the change order does not qualify for grant reimbursement. Funding for reconstruction will be provided by the Local Infrastructure Sales Tax (Penny for Pinellas), Renovation and Replacement of Park Structures.

If work is not performed, it will likely result in the closure of these locations. The contractor for the Fort De Soto Dune Walkovers project is on site in Fort De Soto Park, mobilized and therefore able to complete improvements in a cost-effective and efficient manner.

Background Information:

Award of bid to Bayshore was approved by the Board on December 10, 2019 in the amount of $448,198.30.

As part of the Fort De Soto Dune Walkovers project, new dune walkovers have been constructed along existing paths through the dune system, allowing for the natural recruitment of sand and native vegetation and provide Americans with Disabilities Act (A.D.A.) access to the beach. The dune walkover at the north end of the Gulf Pier parking lot was included as an option in the original advertisement, but not awarded at that time due to funding concerns. The north dune walkover at Fort De Soto will have to be closed if not repaired due to safety concerns. Improvements within Fort De Soto Park identified in Change Order No. 1 have been requested by the Parks and Conservation Resources Department. Furthermore, the Risk Management Division has identified the replacement of the Anderson Park Boat Ramp Courtesy Dock as an urgent need and likely to be closed if not repaired.

 

Fiscal Impact:

Original estimated expenditure not to exceed:                                          $448,198.30

Revised estimated total expenditure:                                                               $564,116.30

 

Funding to complete work under this change order is derived through the Capital Fund: Culture and Recreation, Countywide Parks Project - Renovation and Replacement of Park Structures (Penny for Pinellas).
