Approval of the Joint Project Agreement (JPA) with the City of St. Pete Beach (City) for the relocation and replacement of County drinking water and reclaimed water infrastructure along Gulf Winds Drive.
• The City is constructing roadway, sidewalk, and drainage system improvements along Gulf Winds Drive, from Gulf Boulevard to 73rd Avenue.
• The City’s contractor will perform County water and reclaimed water system infrastructure required relocations and replacements as part of the JPA.
• The JPA estimated project cost is $385,000.00, including $35,000.00 for mobilization, maintenance of traffic, and miscellaneous administrative fees.
• The City will invoice the County, and the County will reimburse the City.
• Anticipated construction is from July 2023 to July 2024.
• Funding is available under Project 000831A Water, Sewer, and Reclaimed Water Relocation Projects, in the Capital Improvement Program, funded by the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund.
The JPA not to exceed amount is $385,000.00; Agreement term ends when the work has been fully performed and approved; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest. The fully executed Agreement must be recorded by the County.

Summary
The City will be constructing roadway, sidewalk, and drainage system improvements along Gulf Winds Drive, from Gulf Boulevard to 73rd Avenue. As part of the improvements, the County’s existing 6” and 8” potable water mains and 16” reclaimed water transmission main must be relocated or realigned to accommodate the City project improvements. These relocations and replacements are in conflict with the City’s proposed roadway, sidewalk, and drainage system improvements along Gulf Winds Drive. In addition, there will be approximately fifty (50) drinking water main valve boxes that will need to be adjusted within the project limits to match changes to the proposed road grade elevation. The JPA with the City allows for the relocation and/or realignment of County infrastructure located in the City’s project areas.

Background Information:
The County is required by law to relocate or replace all utilities in conflict with the City’s proposed project area. Utilizing the City’s construction contractor is a cost-effective method to limit disruption to area residents, resulting in project efficiencies for all stakeholders. This joint project process is the most efficient option to complete the relocation of County infrastructure located in the City’s project areas.
The County will pay 100% of the total relocation and installation of watermain offsets, along Gulf Winds Drive, from Gulf Boulevard to 73rd Avenue, and all the fire hydrants, service connections and appurtenances found in conflict with the City’s proposed roadway and drainage system improvements. Total County cost is estimated at $300,000.00. The County will pay 40% of cost for the City owned 16-inch reclaimed water transmission main pipe offset relocations along Gulf Winds Drive, estimated to be $50,000.00. The County will pay an additional 10% of the total cost of construction and relocation of County potable water utilities and 10% of the reclaimed water transmission lines offsets. The cost is estimated to be $35,000.00 and will include mobilization, maintenance of traffic, and miscellaneous administrative fees of the project.
The County is currently working on in-house design for utility relocation. The City’s consultant for the roadway and drainage design expects to have plans 100% complete by May 2023. Construction is expected to begin in July 2023.
Fiscal Impact:
The County agrees to pay a not to exceed amount of $385,000.00 to the City for construction services related to Utility relocation, including $35,000.00 to cover mobilization, maintenance of traffic and miscellaneous administrative fees.
Funding is available under Project 000831A Water, Sewer, and Reclaimed Water Relocation Projects, in the Capital Improvement Program, funded by the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund.
Project 005556A Gulfwinds Drive Improvement Project, St. Pete Beach -From Gulf Boulevard to 73rd Ave is a subproject of program Project 000831A Water, Sewer, and Reclaimed Water Relocation Projects.
