Award of bid to Southern Precast Concrete Corporation for pipes, reinforced concrete, PVC, precast slabs, and related materials. 

 

                     This contract provides pipes, reinforced concrete, PVC, precast slabs, and related materials for Public Works.

                     Three responsive, responsible bids were received with award recommendation to Southern Precast as the lowest, responsive, responsible bidder in the amount of $401,420.00.

                     The contract term is 12 months with provision for one, twelve-month extension. Prices will be held firm for the first ninety days of the contract and adjustments (increases or decreases) will be quarterly in an amount not to exceed the average of the Producer Price Index or eight percent, whichever is less, not seasonally adjusted.

                     This contract is consistent with the Fiscal Year (FY) 2023 Adopted Budget and is included in the (as yet unapproved) preliminary FY24 Budget.

                     The contract replaces the previous contract no. 178-0476-B with Southern Precast Concrete, awarded September 29, 2018.

 

Contract No. 23-0204-ITB in the total not to exceed amount of $401,420.00 for a twelve-month term on the basis of the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and Clerk to attest.

Summary

This contract provides the Public Works Department with reinforced concrete pipes, reinforced concrete, PVC precast slabs and related materials pertaining to the maintenance and repair of stormwater infrastructure throughout the unincorporated County. This contract is for supply of materials only.

Duration of the contract shall be for a period of twelve (12) months with unit prices held firm for the first ninety (90) days. The contract has provision for quarterly price adjustments (decrease/increase) for the remaining nine (9) months in an amount not to exceed the average of the Producer Price Index (PPI) or eight percent (8%), whichever is lesser, not seasonally adjusted.

The contract may be extended subject to written notice of agreement from the County and the Contractor for one (1) additional twelve (12) month period.

Background Information:

On January 23, 2023, the Purchasing Division, on behalf of the Public Works Department, released an invitation to bid (ITB) with the intent to establish a contract for pipes, reinforced concrete, PVC, precast slabs and related materials to be ordered as and when required, by the Public Works Department. Three responsive, responsible bids were received with award recommendation to Southern Precast for all Groups in the amount of $401,420.00. This contract replaces 178-0476-B. Contractor took considerable time to sign the agreement.

 

Fiscal Impact:

 

This contract is a multi-year expense for the purchase of pipes, reinforced concrete, PVC, precast slabs, and related materials, not to exceed $401,420.00. This contract is consistent with the FY23 Adopted Budget and FY24 Budget. Due to lapse savings, the department will be able to absorb any overages in FY23. As a result, no negative budgetary impacts are anticipated.
