Approval and execution by the County Administrator of Change Order 1 (final) to the agreement with Bandes Construction Company, Inc (Bandes). for the Tampa Bay Innovation Center Incubator project.
• This project consisted of constructing a two-story 45,000 sq. ft. facility to house the Tampa Bay Innovation Center business incubator. The facility includes approximately 30,000 sq. ft. of client space, plus co-working/collaboration space, offices, and a conference/community room.
• The Board of County Commissioners awarded this contract on November 9, 2021, (FY22) in the amount of $14,706,448.00.
• Substantial completion was achieved on December 12, 2023, with final completion on April 26, 2024. Change Order 1 Final decrease in the amount of ($345,262.18), for a final agreement amount of $14,361,185.82. Reduction is due to final adjustment of quantities not used.
• Since this is a decrease to the agreement, this will not have a negative fiscal impact on Pinellas County. Funding for the is budgeted under the Tampa Bay Innovation Center Incubator Project 004251A included in the Capital Improvement Plan in the Capital Improvements fund utilizing Penny funding, EDA Grant funding, and private contribution funding.

Background Information:

The facility includes approximately 30,000 sq. ft. of client space, plus co-working/collaboration space, offices, and a conference/community room. Parking will be under a portion of the building and also at the rear of the facility.
Fiscal Impact:
The BCC awarded the original contract to Bandes on November 9, 2021, (FY22) in the amount of $14,706,448.00 (Grancius Item 21-665A). This change order will reflect a ($345,262.18) decrease, reducing the original agreement amount from $14,706,448.00 to $14,361,185.82.
Funding is budgeted under the Tampa Bay Innovation Center Incubator Project 004251A included in the Capital Improvement Plan.
