Approval of the Fiscal Year (FY) 2024 Grants to Expand Substance Use Disorder Treatment Capacity in Adult and Family Treatment Drug Courts (Short Title: SAMHSA Treatment Drug Courts) award for the Pinellas County Adult Drug Court Expansion project.
• The federal grant award is $400,000.00 per year, for up to five years, totaling $2,000,000.00 to enhance the Sixth Judicial Circuit Court’s Pinellas Adult Drug Court (PADC) program. The project period runs from 9/30/2024 through 9/29/2029.
• This new award funds the expansion of services in the existing PADC to offer an enhanced treatment drug court model and community-based Substance Use Disorder (SUD) treatment and recovery support services to drug-involved adults, including enhanced services for those experiencing neurotrauma.
• Intensive, integrated outpatient SUD treatment and recovery support services will be provided to 200 unduplicated adults through the life of the grant.
• The County will partner with the Sixth Judicial Circuit Court and WestCare.
• There are no match or cost sharing requirements.
• The funding associated with this grant was not anticipated during the development of the FY25 Budget. If this grant is approved, a budget amendment will likely be proposed to appropriate these funds and provide expenditure authority.

Summary
The County was awarded Substance Abuse and Mental Health Services Administration grant funds in the amount of $2,000,000.00 ($400,000.00 per year for up to five years) to enhance treatment and support services for individuals involved in the criminal justice system who have substance abuse issues.
The purpose of the proposed project is to expand services in the existing PADC to offer an enhanced treatment drug court model and community-based SUD treatment and recovery support services (RSS) to drug-involved adults in Pinellas County, including new/enhanced services for those experiencing neurotrauma. The treatment provider, WestCare GulfCoast-Florida, Inc., will deliver the following evidence-based practices: Cognitive Behavioral Therapy, Motivational Interviewing/Motivational Enhancement Therapy, Relapse Prevention, Living in Balance, Seeking Safety, Helping Women Recover and Helping Men Recover, and Nurturing Parenting.
Intensive, integrated outpatient SUD treatment and recovery support services will be provided to 200 unduplicated adults (40 annually) through the life of the grant.

Background Information:
Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County assists nonviolent offenders in achieving successful rehabilitation from the use of drugs and/or alcohol. The program is an eighteen (18) to twenty-four (24) month, court-supervised, comprehensive treatment program for non-violent felony offenders. The program operates in accordance with Chapter 65D-30, Florida Administrative Code, known as the Substance Abuse Standards.
Fiscal Impact:
Federal funding in an amount not to exceed $2,000,000.00 over a five-year period ($400,000.00 per year) will be provided by the US Department of Health and Human Services, Substance Abuse and Mental Health Services Administration Fiscal Year 2024 Grants to Expand Substance Use Disorder Treatment Capacity in Adult Treatment Drug Courts.
This grant has NOT been included in the FY25 Tentative Budget. A budget amendment will be completed by HS staff upon acceptance of grant.
