• This contract will reconstruct six sites damaged by Hurricane Helene. Damage of the sites varies from asphalt scouring to full-depth replacement of parking areas and replacement of short walls.
• All six locations are on the barrier islands and were used post-storm for sand and debris removal activities or were closed due to storm damage, i.e. Madeira Beach County Park. Locations are outlined in the maps attached to this item.
• Six bids were received with an award recommendation to Central Florida Contractors, Inc. in the amount of $10,412,453.75 as the lowest responsive, responsible bidder, with all work to be completed within 540 consecutive calendar days from issuance of notice to proceed.
• The Small Business Enterprise commitment for this project is 12%.
• Funding for this contract is included in the Fiscal Year 2026 Operating Budget for the Public General Government within the General Fund. Funding for future years is dependent on approval in the annual County Operating Budget. A portion of the costs incurred will likely be offset with reimbursement from the Federal Emergency Management Agency, the State of Florida, and potentially other sources.

The extent of damage varies by location and includes asphalt scouring, full-depth damage to parking areas, and damage requiring replacement of sand walls. The project includes the repair and restoration of beach access parking lots generally in-kind, including associated damaged sidewalks and site amenities such as showers and benches. The work will include repairs to portions of parking lots and roadway areas where the underlying base components were damaged.

On June 3, 2026, the Purchasing Division, on behalf of the Public Works Department, advertised an invitation to bid. A total of six bids were received, with an award recommendation to Central Florida Contractors, Inc for $10,412,453.75 as the lowest responsive and responsible bidder. Bid opening occurred August 18, 2026, with the department recommendation for award received on August 28, 2026.
Hurricane Helene, which impacted the Florida Gulf Coast in 2024, caused significant flooding, wave action, erosion, and related damage to coastal communities. As a result of the storm, substantial quantities of sand were deposited along Gulf Boulevard and adjacent areas and required removal using heavy equipment.
During the sand removal and relocation operations, the beach access parking lots were used as emergency staging and access areas for construction equipment by various federal and local agencies. The movement and operation of heavy equipment resulted in additional damage to the existing asphalt pavement. In addition, storm impacts caused damage to portions of the parking lots and roadway areas, including damage to the underlying base materials.
The proposed project will restore the affected sites and associated amenities to their pre-storm condition, to the extent provided for in the contract documents, and will address the various pavement, base, sidewalk, sand wall, and site amenity repairs identified as part of the project.
Fiscal Impact:
Funding for this contract is available from the Federal Emergency Management Agency (FEMA) through the Florida Division Emergency Management (FDEM).
