Approval and execution by the County Administrator of the First Amendment to exercise the first of two term extensions with Operation PAR, Inc. (PAR) for the Pinellas Medication Assisted Treatment and Emergency Referrals to Services (Pinellas MATTERS) pilot program.

 

                     The purpose of this agreement and program model is to leverage local hospital-based programs to identify and engage individuals in substance use treatment services at the point of care in the emergency department.

                     Currently, the pilot is working through the onboarding and credentialing of program staff at Bayfront Hospital, while identifying and building connections to community resources.

                     The First Amendment to exercise the first of two 12-month term extensions allows for PAR to continue to support the implementation of the Pinellas MATTERS pilot program by providing three (3) full-time equivalent (FTE) peer specialists to perform on-site engagement of substance use disorder clients at Bayfront Hospital to ensure engagement, support, and follow-up connection to treatment and medication assisted treatment (MAT) services.

                     On March 7, 2022, the County Administrator approved this pilot agreement for a period of nine (9) months in the amount of $206,706.38, with the option for two no cost 12-month term extensions. The no cost extension will allow the treatment provider the opportunity to hire and train staff during the pilot. 

 

The Amendment to Contract No. 22-0171-N(PW) is a no cost extension within the original Contract amount not to exceed $206,706.38 effective through September 30, 2023. Body

Summary:

This twelve (12) month extension allows for PAR to support pilot implementation by providing three (3) FTE peer specialists to perform on-site engagement of substance use disorder clients as part of Pinellas Matters at Bayfront Hospital to ensure engagement, support, and follow-up connection to treatment and medication assisted treatment (MAT) services.

 

Background/Explanation:

The County Administrator approved the original nine-month agreement on March 7, 2022, in the amount of $206,706.38. At that time, the Contract included two (2) additional twelve-month no cost extensions for this pilot program to demonstrate client and program success as well as social and financial return on investment.

Funding is derived from the department operating budget. 

 

Delegated Authority:

Authority for the County Administrator to sign this First Amendment is granted under Code Section 2-180.
