Approval of Change Order No. 1 to the project scope and lump sum price with Garney Companies, Inc. d/b/a Garney Construction (Garney) for professional design-build services of the New Headworks and Grit Removal Facility, located at South Cross Bayou Advanced Water Reclamation Facility.

 

                     This change order will add $2,223,862.00 to the contract to construct connections for two new force mains to the Headworks project that will accommodate additional capacity.

                     This change order will increase the total revised contract amount to $29,384,015.00 and extend the contract duration by 30 calendar days for a substantial completion date of September 23, 2022.

                     The Board of County Commissioners (Board) approved the original award, Phase 1 - Design, on November 28, 2018 for $2,449,325.00.

                     The Board approved Amendment No. 1, Phase 2 - Construction on February 25, 2020 for $24,710,828.00.

                     Garney is the best option to perform the construction of these new connections because the vendor already has the necessary equipment on-site, which will prevent any possible delays and avoid incurring additional costs for mobilization. Garney is familiar with the Utilities Department project site, and the project schedule is optimized by Garney performing this work given the circumstance.

 

Contract No. 178-0001-NC (SS); Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Utilities Department is requesting approval of Change Order No. 1 to facilitate the construction of two (2) force main projects, which will terminate into the Headworks and Grit Removal Facility. This additional work is a necessity under this contract for the following reasons:

Scheduling between the two construction projects will be most efficient by having Garney, Inc. perform the work because they are more familiar with the existing sub-surface utility challenges in the work area at the headworks.

Additional work, to be completed as part of this change order, is to construct a flow meter assembly and all pipes and valves necessary to connect the force main to the new grit/headworks structure.

Background Information:

The new Headworks and Grit Removal Facility project, located at SCBAWRF, is a design-build project that has already been to the Board for execution plus an amendment to the original agreement. Original execution was for Phase 1 design services. The First Amendment added funds for the project’s construction phase. This proposed Change Order No. 1 addresses additional work needed to connect two new sanitary sewer force mains into the new Headworks and Grit Removal Facility. One of these connections is from the Pump Station 16 redundant force main project, currently under construction. Scope for the connection from the PS 16 project is being removed and transferred to this project due to construction timing with the Headworks and Grit Removal Project underway. The second connection is for the future Pinellas Park Interceptor force main project, scheduled to begin in Fiscal Year 2022 (FY22). Completing the connection work now minimizes the risk associated with future excavation needs.

 

Fiscal Impact:

First Amendment - Phase Two (Construction): $24,710,828

Change Order No. 1 - Increase: $ 2,223,862

Total Project Cost: $29,384,015

 

Funding is derived from the Sewer Enterprise Fund.
