Approval of the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for the design and environmental services associated with the terminal building expansion at the St. Pete-Clearwater International Airport (PIE).
• This grant is associated with FDOT’s Strategic Airport Investment Program, which is a competitive-based grant that may provide up to 100 percent funding for commercial airport projects that meet certain criteria.
• This grant does not require any local match.
• The amount of this grant is $1,976,040.00. This is the first grant of the grand total of $9,976,040.00 that will be funded to PIE over the next five years.
• This grant is the enabling funding that will allow PIE to get started on the design and environmental services that will be needed to get the project ready for bid.
• The total of the first three phases, design and engineering, and environmental work total over $106M on PIE’s current Capital Improvement Program. There are five total phases of this project.
• The expiration date of this PTGA is June 30, 2026.

Background Information:
In July 2021, PIE applied to FDOT for consideration for Strategic Airport Investment Program funding for the terminal building expansion project.
Pursuant to Section 332.007(9), FS, FDOT may provide up to 100 percent funding for commercial and general aviation airport projects that meet the following criteria:
1) Provide important access and on-airport capacity improvements;
2) Provide capital improvements to strategically position the state to maximize opportunities in international trade, logistics, and the aviation industry;
3) Achieve state goals of an integrated intermodal transportation system; and
4) Demonstrate the feasibility and availability of matching funds through federal, local, or private partners.
In September 2021, FDOT notified PIE that it was awarded $9,976,040 toward the terminal building project and it is awarded at 100 percent.
Fiscal Impact:
Various funding sources are anticipated for the Passenger Terminal project (003343A) and are included in the FY22 CIP Approved Budget.
As part of the FY23 budget development process, the schedule and budget for this project were adjusted to include funding for this grant and for design to begin in FY23.
