Approval of an award of bid to Keystone Excavators, Inc. (Keystone), for Drainage Improvements at Antilles Drive and Oakhurst Road.

Bid No. 145-0089-CP; PID 000105A; in the amount of $2,468,294.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 365 consecutive calendar days.  Chairman to sign and Clerk to attest.

Summary:


Staff has reviewed the bids and recommends award to Keystone in the amount of $2,468,294.00.

The purpose of this project is to construct drainage improvements, including stormwater pipes and inlets, to address flooding, level of service and water quality of the outfall at Antilles Drive and Oakhurst Road.

 

Background Information:

 

This project will address existing street flooding by upgrading the drainage infrastructure.  Work consists of installation of approximately 4,300 linear feet (LF) of stormwater pipe and associated drainage structures within existing roadway right-of-way; a concrete end wall for the proposed pipe outfall; 400 LF of rip-rap rubble ditch lining; 3,000 LF of five foot wide concrete sidewalk and related pavement restoration.

This bid was advertised on behalf Engineering and Technical Support on July 10, 2015 and opened on August 25, 2015.  A total of six (6) bids were received

 

Fiscal Impact:

Total expenditure: $2,468,294.00

Funding for this project is derived from the Infrastructure Sales Tax (Penny for Pinellas): Stormwater Conveyance System Improvement Program (68%) and the Southwest Florida Water Management District (SWFWMD) (32%).
