Recommended Action

Approve the award of bid to the firms listed below for requirements of sod materials and services for the Tampa Bay Area Purchasing Cooperative (Cooperative).

1.  Sunbelt Sod & Grading Co. for sod delivered and installed for a total amount of $1,589,465.00 over a five (5) year term.

2.  Tom’s Sod Services for sod, (pick up) for a total amount of $84,637.50 over a five (5) year term.

Bid No. 167-0120-B(PF) in the annual amount of $334,820.50 for a five (5) year term total of $1,674,102.50 on the basis of being the lowest, responsive, responsible bids received meeting specifications.

Summary:

This Cooperative contract for sod material and services includes requirements for sod pick up, delivery and installation.  Sod is an efficient and effective method to mitigate surface water erosion control concerns in public areas such as roadways, shoulders, ditches, pond sites, etc., and assists the County in meeting National Pollutant Discharge Elimination System requirements. The contract is administered by Pinellas County including requirements from the cities of Dunedin, Oldsmar, Pinellas Park, and Tarpon Springs. 

 

Background Information:

On March 10, 2017, the Purchasing Department, on behalf of the Public Works Department and the Cooperative, released an invitation to bid with the intent to establish a contract for supply of sod materials and services.

 

Fiscal Impact:

County estimated five (5) year expenditure not to exceed:                  $1,410,243.75

Cooperative estimated five (5) year expenditure not to exceed:          $   263,858.75

Total estimated five (5) year expenditure not to exceed:                      $1,674,102.50

 

Funding is derived from the operational or Capital Improvement budgets of departments utilizing this contract. Other Cooperative agencies are responsible for their respective funding sources.
