Background Information:

The Emergency Medical Services (EMS) Authority has determined that an Advanced Life Support First Responder component is in the best interest of public safety, health, and welfare.  The EMS Authority desires to contract with various municipalities and independent special fire districts in the County to provide ALS First Responder Services per the attached agreements.  On January 20, 2026, the Board of County Commissioners, sitting as the EMS Authority, approved Amendment No. 1 to the ALS First Responder Agreements.

Fiscal Impact:

Section 701(h) of the Emergency Medical Services ALS First Responder Agreement provides for an extraordinary budget increase which must be negotiated and approved prior to the beginning of the next fiscal year in the event any proposed budget submitted by the Contractor should exceed 3 percent of the prior Fiscal Year’s budget.  These funding adjustments include:

Allowable EMS Cost Increases over 3.00%

• East Lake - $216,298 or 8.8%

• Largo Combined (incl. BB and HP West) - $821,635 or 6.9%

• Lealman - $241,029 or 6.2%

• Lealman for Tierra Verde - $97,325 or 12.6%

• Oldsmar - $135,728 or 19.1%

• Palm Harbor - $693,153 or 12.9%

• Pinellas Park - $429,522 or 7.2%

• Safety Harbor - $355,824 or 27.1%

• South Pasadena - $93,840 or 7.0%

• St. Pete Beach - $263,681 or 7.0%

• Tarpon Springs - $163,169 or 5.9%

• Treasure Island - $56,539 or 4.5%

In aggregate, the 12 agreements represent a baseline increase of $3,567,742 or 8.6% over FY26.

Funding in the amount of $45,066,096 is contained within the FY27 Adopted Budget for the Emergency Medical Services Fund.  The fiscal impacts of these agreements are sustainable over the 6-year EMS Fund forecast period.  These increases are based upon the submitted budgets for FY27 and will be subject to audit for EMS Allowable costs.  The cost drivers are driven largely by personnel costs.
