Approval of the ranking of firms and award of the negotiated agreement with the number one ranked firm, AVCON, Inc. for professional engineering services related to the design of new Airco taxiways at the St. Pete-Clearwater International Airport (Airport).
• The purpose of this contract is to provide professional engineering services for the design and development of bid documents for a new parallel taxiway to Runway 18-36 from the end of Runway 36 to Taxiway “G”; work also includes the reconstruction of Taxiway “G3”.
• Award recommendation to top ranked firm, AVCON Inc. in the amount of $1,516,305.00 is in accordance with the Consultants Competitive Negotiation Act, per Florida Statute 287.055.
• Four certified Small Business Enterprise (SBE) subconsultants are included in the award to AVCON, Inc.: Blue Wing Environmental, LLC., Diversified Professional Services, Inc., Echo UES, Inc., and Northwest Surveying, Inc. for total SBE fees in the amount of $101,106.00, or approximately 7% commitment of the total award amount.
Contract No. 21-0552-NC(SS), in the amount of $1,516,305.00 from the notice to proceed date for a term of eight hundred consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
This contract is for the requirements of professional engineering services for the design of the new Airco taxiways at the Airport. This project is a necessary component to allow for the future aeronautical development located at the southeastern portion of the airport.
The final negotiated agreement includes the basic services fee of $1,293,291.25, with a not to exceed amount of $93,013.75 for optional services related to the existing storage building relocation, and $130,000.00 for contingency services. Optional services are as authorized by the Airport Director.

Background Information:
A Request for Qualifications to comply with CCNA was released on June 22, 2021 with negotiations concluding October 14, 2021.
The contract includes fully burdened hourly rates which were negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.
