Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Specific Performance and Land Use Restriction Agreement (Agreement) with Friends of Ridgecrest, Inc., for Community Development Block Grant funded property acquisition.

 

                     This Agreement provides CDBG funding, not to exceed $110,000.00, for costs associated with the acquisition of property; demolition and clearance of an existing structure; and site work, design, engineering and permitting necessary for the construction of a parking lot.

                     The property to be acquired is located at 1598 Gooden Xing in the Greater Ridgecrest unincorporated area and will be used to provide additional parking for the Tasker Beal, Jr. Service Center, which provides services to senior citizens and conducts programs, events, and activities in the Greater Ridgecrest Area, a locally designated low- and moderate-income target area.

                     The Agreement is effective for 16 months, from May 1, 2023, to September 30, 2024. Use of the property will be restricted to serving low- and moderate-income individuals within the Greater Ridgecrest Area through October 1, 2032.

                     The funding for this Agreement is consistent with FY23 Adopted Budget and is included in FY23 Estimate for the FY24 Budget Development.

Summary:

One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2021/2022 (FY22) is funding of the Target Area Community Enhancement Program which includes community activities that enhance community appearance, neighborhood health and safety, address neighborhood deficiencies, promote a social interaction and a greater sense of community, including community facility improvements. The Friends of Ridgecrest Parking Lot Acquisition project is an eligible activity under the Target Area Community Enhancement Program.

This Agreement provides CDBG funding, not to exceed $110,000.00, for costs associated with the acquisition of a parcel of land for the future use as a parking lot for the Friends of Ridgecrest Tasker Beal
, Jr. Service Center; demolition and clearance of an existing structure on the acquired property; and site work, design, engineering and permitting necessary for the construction of a parking lot.

Background/Explanation:

The County received $2,551,626.00 in CDBG funding for FY22. Funding is to be used to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta, and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process began on February 4, 2021, with applications being due March 5, 2021. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses. 

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $110,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s Fiscal Year 2023 (FY23) Adopted Budget and FY23 Estimate for FY24 Budget Development within CDBG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
