Approval of ranking of firms and agreement with HDR Engineering, Inc. for the Signalization Improvements Design at Various Locations - Professional Engineering Consulting Services.
• This contract is for the upgrade to mast arms at the signalized intersections.
• Ten firms submitted proposals and were evaluated with a recommendation to award to the top ranked firm, HDR Engineering, Inc., in a not to exceed amount of $1,386,777.42 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055.
• This agreement will be effective for eight hundred consecutive calendar days after receipt of a Notice to Proceed from the County.
• Three certified Small Business Enterprise (SBE) sub-consultants are included in the award to HDR Engineering, Inc., AREHNA Engineering, Inc., Cumbey & Fair, Inc., and Harbor Coordination Solutions, Inc. for a total SBE fees in the amount of approximately 7% of the total award amount.
• Funding for subprojects, Tampa Road at 19th Street (005750B), Belcher Road at Lancaster Drive (005750C), Belcher Road at 142nd Street (005750D), West Bay Drive at 20th Street (005750E), West Bay Drive at 14th Street (005750F), West Bay Drive at Pinellas Shopping Center (005750G), Park Boulevard at 137th Street (005750H), Park Boulevard at 131st Street (005750I), and Park Boulevard at 125th Street (005750J) is budgeted under parent project; Signalization Improvements Project 005750A included in the Capital Improvement Program, funded by the Penny for Pinellas and federal grant funding.

Summary
The overall objective is developing plans and specifications for the design of mast arms at the signalized intersection. All locations will require improvements to meet the Americans with Disabilities Act requirements. The proposed work includes the design of steel mast arms and new pedestrian features.

Background Information:
A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on December 19, 2023; the negotiation and scoping process concluded July 31, 2024.
The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.
