Approval and execution by the County Administrator of the First Amendment to the Community Development Block Grant (CDBG) Program Subaward Specific Performance Agreement (First Amendment) with Young Men’s Christian Association of the Suncoast, Inc. d/b/a YMCA of the Suncoast, Inc. (YMCA), for CDBG funded facility improvements.

                     This First Amendment increases the CDBG funding amount by $6,723.00 to cover costs associated with bids coming in higher than the original funding amount due to increased construction costs.

                     This First Amendment updates the project description to include replacing lobby lighting with LED lighting fixtures.

                     This First Amendment increases the amount of required property insurance, to an amount equal to total project construction costs.

                     On November 6, 2023, the County provided CDBG funding to the YMCA for rehabilitation costs to include upgrades to the front lobby and pass-through room at the YMCA’s Greater Ridgecrest Branch, located at 1801 119th Street N, Largo, benefitting 3,235 low- and moderate-income residents.

                     The YMCA’s Greater Ridgecrest Branch provides comprehensive recreational programming and youth development services at the County-owned Omni Center facility for residents of the Greater Ridgecrest Area Target Area, a low- and moderate-income area.

                     The $6,723.00 increase to this agreement is consistent with the Fiscal Year 2024 (FY24) Adopted Budget for CDBG Funds, Community Development Grant Fund, and is not to exceed $31,723.00.

Summary:

This First Amendment to Agreement CD22GRAY provides additional CDBG funding; expands the project description; and increases the required property insurance coverage the YMCA must carry through the term of the Agreement.

The YMCA experienced delays in the project timeline as the County completed weatherization and exterior painting projects at the facility. During these delays, construction costs related to labor and supplies increased. Additionally, the YMCA has requested the project description be expanded to allow for the replacement of lobby lighting fixtures with LED fixtures. The YMCA has requested additional funds to cover the increased costs and complete the project. The increase to this agreement is consistent with the FY24 Adopted Budget for CDBG funds.

The additional funding requires that the amount of property insurance coverage the YMCA is required to carry for the project be increased to equal the total project construction costs.

 

Background/Explanation:

On July 18, 2023, the Board of County Commissioners (Board) executed Resolution No. 23-56, which approved the 2023-2024 (FY24) Action Plan. The YMCA of the Suncoast Greater Ridgecrest Facility Rehabilitation Project was approved as a facility rehabilitation activity in the Action Plan.

On November 6, 2023, the County Administrator executed CDBG Agreement CD23GRAY, providing a maximum of $25,000.00 in CDBG funding to the YMCA of the Suncoast Greater Ridgecrest Facility Rehabilitation Project.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $31,723.00 during the term of the Agreement. Funding for this Agreement is consistent with the County’s FY24 Adopted Budget for CDBG funds.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No.23-56
