Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. CW 26-14, a proposal by the City of St. Petersburg to amend the Countywide Plan Map from Residential Low Medium to Residential Medium, regarding 3.89 acres more or less, located at 3010 58th Avenue South.

•                     The subject property is currently developed with Maximo Apartments, a six-building, single-story, 20-unit multifamily complex originally constructed in 1985.

•                     The proposed amendment will bring the future land use designation and zoning into conformance with the long-standing use, which became a legal nonconforming use following citywide land development regulation updates in 2007.

•                     Although the property is located within the Coastal High Hazard Area, the application includes a Declaration of Restrictive Covenants stipulating that residential density and development intensity will not exceed the current allowable threshold of 7.5 dwelling units per acre and 0.35 FAR.

•                     The requested amendment maintains the existing density cap, recognizes the established single-story apartment form, and establishes an orderly land use transition along the 31st Street South corridor.

•                     Forward Pinellas and the Planners Advisory Committee each unanimously recommend approval of the proposal.
