Approval of the Third amendment to the Agreement with Intrado Life & Safety, Inc. for Next Generation 9-1-1 networking services.

 

                     This contract provides for continuation of Next Generation 9-1-1 network services at the Public Safety Complex.

                     The Third Amendment provides for the first and final term extension which includes the price for services over the five-year extension term $5,372,000.00 and the price for additional support services $115,355.00 as delineated in the bullet below.

                     The Third Amendment includes Change Order No. 5  which provides for services to support call routing and the transmission of ANI (Address Number Identifier) ALI (Address Location Identifier) information during the refresh of the 9-1-1 phone answering system (Vesta) for the County Primary PSAP (Regional 9-1-1) and includes additional bandwidth increasing the dynamics by providing for a higher rate of efficiency at the Communication Centers.

                     Public Safety Complex (Primary PSAP) backup center is located at St. Petersburg Police Department, while the St. Petersburg Police Department (a Secondary PSAP) backup center is located at the Public Safety Complex.

                     This contract was competitively solicited and awarded by the Board of County Commissioners on January 28, 2014 with a provision for a sixty-month term extension.

 

Contract No. 123-0283-P (JJ); in the amount of $5,487,335.00 for a revised total contract amount of $11,372,425.68; effective through August 31, 2025. Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

Summary:

Summary

This contract provides for public emergency communications services via the Next Generation 9-1-1 (NG9-1-1) network at the Public Safety Complex. NG9-1-1 enables the public to make voice and text emergency calls from any communications device via Internet Protocol-based networks as well as enhancing accessibility to those with hearing and sight problems. NG9-1-1 will, in the future, provide for video capability of the same emergency calls.

The Third Amendment exercises the first and final sixty (60) month term extension for continuation of NG9-1-1 services through August 31, 2025 and includes new services to support the 9-1-1 system refresh project.

Background Information:

On January 28, 2014, the Board of County Commissioners approved the agreement for the engineering, installation and maintenance of the Next Generation 9-1-1 Network for the Public Safety Complex.

Prior approvals by the County Administrator:
• Approved Amendment No. 2 on December 16, 2019 for a corporate name change;
• Approved Change Order No. 4 to provide for A9-1-1 Routing in support of the St. Petersburg Police Department (SPPD) PSAP facility move March 13, 2019;
• Approved Change Order No.’s 2 and 3 on June 27, 2017 to modify maintenance fees due to change in network carriers, and to provide for upgrade and migration of equipment located at the St Petersburg and Clearwater police departments;
• Approved Change Order No. 1 for directly connecting the Emergency Medical Services (EMS) location to the A9-1-1 routing network on September 20, 2016; and
• Approved Amendment No. 1 on July 1, 2016 for a corporate name change.

 

Fiscal Impact:

Approved total to date expenditure not to exceed:                                           $  5,885,090.68

Five year extension not to exceed:                                                                                     $  5,487,335.00

Revised total expenditure not to exceed:                                                                $11,372,425.68

 

Estimated annual expenditure for the five (5) year term not to exceed: $1,189,751 in year 1, and not to exceed $1,074,396 in years 2-5. Onetime costs in first year of $115,355.00 related to 911 Vesta Refresh.

 

This extension is consistent with the FY21 budget request. Funding is accounted within the Emergency Communications 911 System Fund. The Emergency Communications 911 System fund is subsidized by the General Fund because revenue from fees set by the state is insufficient to fully fund system costs.
