Summary:
This trail maintenance agreement assigns the responsibility for operation and maintenance to the City upon completion of construction for the segments of trail located on the west side of Old Coachman Road at the intersection of NE Coachman Road, as well as on the north side of NE Coachman Road, and approximately 500 linear feet of trail approaches and the trail pedestrian bridge crossing over Alligator Creek.
Background/Explanation:
The final design for the intersection improvements project (County PID No. 001020A) is nearing completion, with commencement of construction anticipated by March 2018, and completion of construction anticipated by March 2020. The schedule for construction of the Ream Wilson/Pinellas Trail Improvements project (County PID No. 001020A) will closely follow behind the intersection improvement project.
Construction improvements will provide connectivity to the Florida Department of Transportation’s (FDOT) sidewalk project on NE Coachman Road (SR 590), including the CSX Transportation (CSXT) crossing at the intersection, and provide trail connectivity to the Duke Energy and Ream Wilson Trails.
Fiscal Impact:
There is no cost to the County for this agreement. The County is managing construction of both projects. The County and FDOT are funding construction of the NE Coachman Road at Old Coachman Road Intersection Improvements project through a separate grant funding agreement, and the County and the City are funding the design and construction of the Ream Wilson/Pinellas Trail Improvements at Old Coachman Road project through a separate interlocal agreement. The City will be responsible for any future capital needs as it pertains to the portions of trail within these two capital improvement projects.
