Recommended Action

Adopt a resolution to recognize unanticipated revenue and earmark appropriated receipts for a particular purpose in the Fiscal Year (FY) 2021 Budget for the Public Defender of the Sixth Judicial Circuit.    

 

                     $400,000.00 for FY21 from the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program administered by the Florida Department of Children and Families.

                     Total award is $1,200,000.00 over three-year period.

                     Funding will expand the Public Defender’s Crossover for Children program with the Road to Success.

Summary

This resolution recognizes and appropriates unanticipated revenue in the FY21 Budget for the General Fund. Funding is received from the Florida Department of Children and Families Criminal Justice Mental Health Substance Abuse Reinvestment Grant Program. The grant awards $400,000.00 per year, for a total of $1,200,000.00 over a three (3) year period. The revenue supports expenditures not anticipated in the development of the FY21 Budget and will expand the Public Defender’s Crossover for Children Program with the Road to Success.

Background Information:

Since FY18, Pinellas County has provided funding to the Public Defender for the Crossover for Children program. This funding has allowed the Public Defender to employ two Crossover Case Managers that have assisted dozens of juveniles and young adults with school, public assistance, and housing. The Road to Success program (RTS) will offer an intensive diversion services program to 45 - 50 unduplicated individuals annually (145 over the three-year term of the grant). This program will focus on individuals who have a mental illness, substance use disorder, or co-occurring mental health and substance use disorders; and who are in, or at risk of entering, the delinquency and dependency systems. The primary goal of RTS is to divert both low and high-risk youth from arrest, prosecution, or incarceration into treatment and support services. The anticipated outcomes are a decrease in recidivism, relapse, and risk factors/behaviors; and increases/improvements in education, transportation, employment, self-sufficiency, housing stability, overall health, and social connectedness.

 

 

Fiscal Impact:

Adoption of this resolution recognizes revenue of $400,000.00 and increases the FY21 operating budget for the Public Defender of the Sixth Judicial Circuit by the same amount. The Public Defender will provide an in-kind match up to $1,200,000.00 through their County- and State-funded budgets. The grant award was not included in the FY21 Adopted Budget. The total funding awarded is $1,200,000.00 over a three (3) year period.
